The scope of Philip Bobbitt's The Shield of Achilles is breathtaking: the interplay, over the last six centuries, among war, jurisprudence, and the reshaping of countries ("states," in Bobbitt's vocabulary). Bobbitt posits that certain wars should be deemed epochal--that is, seen as composed of many "smaller" wars. For example, according to Bobbitt the epochal war of the 20th century began in 1914 and ended with the collapse of communism in 1990. These military affairs--and their subsequent "ultimate" peace agreements--have caused, each in their own way, revolutionary reconstructions of the idea and actuality of statehood and, following, of relationships between these various new entities. Of these reconstructions (including the princely state, the kingly state, and the nation-state), Bobbitt is most interested in the current incarnation, which he calls the market-state: one whose borders are scuffed and hazy at best (certainly compared to earlier territorial markers) and whose strengths, weaknesses, citizens, and enemies roam across cyberspace rather than plains and valleys. The Shield of Achilles is massive, erudite, and demanding--at once highly abstract and extremely detailed. There is about it an air of detached erudition, one noticeably free of the easy "decline and fall" hysteria too often present in contemporary historical analyses.

Timely and pathbreaking, Securing the Peace is the first book to explore the complete spectrum of civil war terminations, including negotiated settlements, military victories by governments and rebels, and stalemates and ceasefires. Examining the outcomes of all civil war terminations since 1940, Monica Toft develops a general theory of postwar stability, showing how third-party guarantees may not be the best option. She demonstrates that thorough security-sector reform plays a critical role in establishing peace over the long term.

Much of the thinking in this area has centered on third parties presiding over the maintenance of negotiated settlements, but the problem with this focus is that fewer than a quarter of recent civil wars have ended this way. Furthermore, these settlements have been precarious, often resulting in a recurrence of war. Toft finds that military victory, especially victory by rebels, lends itself to a more durable peace. She argues for the importance of the security sector--the police and military--and explains that victories are more stable when governments can maintain order. Toft presents statistical evaluations and in-depth case studies that include El Salvador, Sudan, and Uganda to reveal that where the security sector remains robust, stability and democracy are likely to follow.

An original and thoughtful reassessment of civil war terminations, Securing the Peace will interest all those concerned about resolving our world's most pressing conflicts.

From the early Attaturk years, Turkish radio broadcasting was seen as a great hope for sealing the national identity of the new Turkish Republic. Since the inaugural broadcast in 1927, the national elite designed radio broadcasting to represent the "voice of a nation." Here Meltem Ahiska reveals how radio broadcasting actually showed Turkey’s uncertainty over its position in relation to Europe. While the national elite wanted to build their own Turkish identity, at the same time they desired recognition from Europe that Turkey was now a Westernized modern country. Ahiska shows how these tensions played out over the radio in the conflicting depictions and discrepancies between the national elite and "the people," "cosmopolitan" Istanbul and "national" Ankara, and men and women (especially in Radio drama). Through radio broadcasting we can see how Occidentalism dictated the Turkish Republic’s early history and shaped how modern Turkey saw itself.

This book, which illuminates the ways in which the forces of world capitalism acted upon and structured the peripheral formation of the Turkish economy in this period, provides a clear case study in the relationship of dependent economies to the capitalist world-system.
