Russia's transition to a market economy has been tortuous to say the least. However, this book argues that the arguments and counter-arguments that pitch shock therapy against gradualism are wide of the mark and quite pointless. Indeed, the reasons for the warped outcomes can actually be traced back through the long sweep of Russian history. Decisions made in the distant past can fully influence policy making in the present. Hedlund's thesis can this be seen as influenced by the "path dependency" theories of Paul David among others.

Written by a team of researchers from the Center for Economic and Financial Research--a Moscow-based independent think tank--the book draws on a wealth of new research and data. The authors emphasize the need to strengthen the protection of property rights, restructure the banking sector, and reduce government officials' powers to intervene arbitrarily in private businesses. This book surveys two centuries of Russian history through a succession of ambitious architectural projects designed for a single construction site in central Moscow. Czars, Bolshevik rulers, and contemporary Russian leaders alike have dreamed of glorious monuments to themselves and their ideologies on this site. The history of their efforts reflects the story of the nation itself and its repeated attempts to construct or reconstruct its identity and to repudiate or resuscitate emblems of the past.

In the nineteenth century Czar Alexander I began to construct the largest cathedral (and the largest building) in the world at the time. His successor, Nicholas I, changed both the site and the project. Completed by Alexander III, the cathedral was demolished by Stalin in the 1930s to make way for the tallest building in the world, the Palace of Soviets, but that project was ended by the war. During the Khrushchev years the excavation pit was transformed into an outdoor heated swimming pool—the world’s largest, of course—and under Yeltsin’s direction the pool was replaced with a reconstruction of the destroyed cathedral. The book explores each project intended for this ideologically-charged site and documents with 60 illustrations the grand projects that were built as well as those that were only dreamed.

Why have Russian generals acquired an important political position since the Soviet Union's collapse while at the same time the effectiveness of their forces has deteriorated? Why have there been no radical defense reforms in Russia since the end of the cold war, even though they were high on the agenda of the country's new president in 2000? Democratic Breakdown and the Decline of the Russian Military explains these puzzles as it paints a comprehensive portrait of Russian military politics. Zoltan Barany identifies three formative moments that gave rise to the Russian dilemma. The first was Gorbachev's decision to invite military participation in Soviet politics. The second was when Yeltsin acquiesced to a new political system that gave generals a legitimate political presence. The third was when Putin not only failed to press for needed military reforms but elevated numerous high-ranking officers to prominent positions in the federal administration. In the absence of democratic state institutions, eastern European countries were considered to possess only myths of democracy. Working on the premise that democracy is not only an institutional arrangement but also a civilisational project, this book argues that mythical narratives help understanding the emergence of democracy without democrats. Examining different national traditions as well as pre-communist and communist narratives, myths are seen as politically fabricated programmes of truth that form and sustain the political imagination. Appearing as cultural, literary, or historical resources, myths amount to ideology in narrative form, which actors use in political struggles for the sake of achieving social compliance and loyalty with the authority of new political forms. Drawing on a wide range of case studies including Ukraine, Russia, Poland, Hungary, and Czechoslovakia, this book argues that narratives about the past are not simply legacies of former regimes but have actively shaped representations and meanings of democracy in the region. Taking different theoretical and methodological approaches, the power of myth is explored for issues such as leadership, collective identity-formation, literary representation of heroic figures, cultural symbolism in performative art as well as on the constitution of legitimacy and civic identity in post-communist democracies.
