Twórcy gry poważnie podeszli do zarzutów stawianych poprzedniej części gry i Hell to Pay
przeszło porządny lifting. Po pierwsze zmianie uległ silnik graficzny, który został napisany
od początku i zoptymalizowany pod kątem jakości i szczegółowości wyświetlanej grafiki.
Dzięki temu postać Jacka jak i jego przeciwników została „ubrana” w większą ilość oligonów,
dodano bardziej realistyczne oświetlenie oraz cieniowanie, zwiększyła się również ilość
oponentów jednocześnie widocznych na ekranie. Otoczenie, w którym przyjdzie nam się poruszać jest bardziej szczegółowe, co więcej, jest bardziej interaktywne. Jack może wykorzystać dowolne przedmioty leżące w jego zasięgu aby zabić lub ogłuszyć wroga, może również rzucić beczką czy kanistrem z benzyną w stronę samochodu aby zlikwidować wrogów czających się za nim – ale uwaga, mogą się oni odwdzięczać podobnymi sztuczkami.
Wzbogaceniu uległ również arsenał ruchów głównego bohatera. Oprócz podstawowych, takich jak bieg, strzelanie, uniki, dodano więcej możliwości rozbrajania wrogów, w tym niektóre bardzo brutalne. Jack może się także wspinać na przeszkody, używać oponentów jako żywych tarcz, a także lecąc w powietrzu siać spustoszenie wokół siebie. Dochodzi do tego wspomniana już możliwość walki wręcz i przy wykorzystaniu noży, kijów, pił łańcuchowych czy kastetów. Jack ma również więcej broni do wyboru.
Tak jak w poprzedniej części gry, naszemu bohaterowi towarzyszy pies Shadow. Ponieważ
graczom spodobał się pomysł zastosowania mini gier również i tym razem natrafiamy na
tę funkcjonalność.
