Prime Minister Peel and the Corn Laws
In 1841 Robert Peel became Prime Minister. The Anti Corn Law League were pressing their case - abolition of the Corn Laws meant cheap bread, cheap bread meant a contented people and in some ways suppressed the need for wage demands. English trade and prosperity demanded the repeal of the Corn Laws but such a step would wreck Peel's government because the country and the government were torn.

In 1845 the potato crop failed in Ireland. Peel could wait no longer he put his proposals to the Cabinet who rejected them and Peel resigned. The Whig leader, Russell, refused to form an administration and Peel was returned. He had to fight the Tory Protectionists who were led by Benjamin Disraeli.

Victoria and Dear Albert
In 1840 Queen Victoria married her cousin, Prince Albert. She did not want him to share her constitutional responsibilities but did want him to have some precedence. A great debate started in Parliament and Prince Albert was not allowed a seat in the Lords and was not granted the title of Prince Consort until 1857.

In 1841 the Whigs lost four by-elections. They lost a budget motion in the House and then a motion of no-confidence. On 28th August 1841 Melbourne resigned again, this time for good.

The Bedchamber Crisis and Afghanistan
In 1839 Melbourne resigned over a constitutional issue involving the refusal of the Jamaican assembly to do as it was bid by the Government in London.

The young Queen now asked Peel to be Prime Minister. He demanded that she sack some of her Ladies of the Bedchamber who were wives of Whig ministers. The Queen refused. Peel turned down the Premiership and Melbourne was returned to office.

Government was concerned with the poor and the Chartists at home but abroad two wars were being fought in Afghanistan and in China.

The First Afghan War was contested between Russia and British India over the British installation of a puppet ruler in the capital of Afghanistan. The British army was forced into a humiliating surrender and almost 20,000 retreating soldiers died.

The Opium War was fought over the opium trade in China. The High Commissioner of Canton objected to the adverse effect opium addiction had on his countrymen. He confiscated all opium stored in Cantonese warehouses. The British said the Chinese had no right to seize the opium. The Chinese refused to make reparations, fired on British warships and forbade trade with Britain. The British bombarded Canton and seized Hong Kong. The Treaty of Nanking in 1842 ended the war. The Chinese paid reparations, ceded Hong Kong and opened five ports to British trade.

With the monarchy's image in tatters, Victoria comes to the throne at the age of 18. Melbourne assumes an important role.


Queen Victoria and the Chartists
Victoria grew up at Kensington Palace secluded from Court and nation. She came to the throne aged 18 and gave notice to her mother's private secretary, Sir John Conroy, who sought to be her adviser. Her mother, the Duchess of Kent, was also left in no doubt that her period of influence was over. Only her governess, Baroness Lehzen was kept by Victoria's side.

Victoria was happy for Melbourne to advise. He became her Private Secretary. They spent hours every day together All was not well though in the industrial North. In 1838 a group of working-class leaders published a People's Charter. England was flooded by petitions and pamphlets but no united national movement emerged. It would take years not months to adapt to the Machine Age

Melbourne & the Death of William IV
Trade Unions had been legal since 1824. Simple bargaining for better wages and conditions was in danger of leading to political, ideological and social groupings their secretiveness became a worry to the government. In 1834 six trade unionists, farm labourers from the Dorset village of Tolpuddle were prosecuted for having administered "illegal oaths". They were convicted and sentenced to transportation for seven years. There was widespread public protest and an enormous trade-union petition - the Tolpuddle Martyrs were pardoned in 1836.

The Municipal Corporations Act was passed in 1835. It set out to reform city and urban government. Councillors would be elected as would mayors and aldermen.

On June 20th 1837 William IV died. Victoria became Queen. Alexandrina Victoria was the daughter of the Duke of Kent and Princess Mary Louisa Victoria of Saxe-Coburg-Gotha. She was born in 1819 and was only 18 when she came to the throne.

The Poor Laws & Tolpuddle Martyrs
With the passing of the Reform Act in 1832. The country became more demanding of reform in other areas. The first effective Factory Act was passed, the Poor Law was reformed and the abolition of slavery was finally passed in 1833.

The Poor Law did not prove particularly popular with those it was meant to benefit. Agricultural workers in particular were falling on harder times and the parishes could not or would not support the poor. In the 1834 amendment boards of guardians were set up to administer the workhouses. The government's intention seemed to be to make workhouses as like prisons as possible.

In 1834 Grey resigned and Melbourne became Prime Minister. He led an 18th century administration in the midst of 19th century stress. He resigned when William IV refused to have Russell as Chancellor. Melbourne became Prime Minister again the following year.

Throughout the evidence it is shown, that in proportion as the condition of any pauper class is elevated above the condition of independent labourers, the condition of the independent class is depressed; their industry is impaired, their employment becomes unsteady, and its remuneration in wages is diminished.

Such persons, therefore, are under the strongest inducements to quit the less eligible class of labourers, and enter the more eligible class of paupers .....

The standard, therefore, to which reference must be made in fixing the condition of those who are to be maintained by the public, is the condition of those who are maintained by their own exertions .......
