A sophisticated and accessible application of the newest theoretical work in public-policy history and legal studies, this book is a detailed account of how a permanent income tax was enacted into law in the United States. The tax originated as an apology for the aggressive manipulation of other forms of taxation, especially the tariff, during the Civil War. Levied with very low rates on a small proportion of the population and raising little revenue, the early tax was designed to preserve imbalances in the structure of wealth and opportunity, rather than to ameliorate or abolish them, by strengthening the status quo against fundamental attacks by the political left and right. This book shows that the early course of income taxation was more clearly the product of centrist ideological agreement, despite occasional divergences, than of "conservative-liberal" allocative conflict.

Daniel E. Sutherland - A Savage Conflict, The Deci sive Role of Guerrillas in the American Civil War (2009).jpg

USA Books1 - Daniel E. Sutherland - A Savage Conflict, The Decisive...ive Role of Guerrillas in the American Civil War 2009.jpg

The American Civil War is famous for epic battles involving massive armies outfitted in blue and gray uniforms, details that characterize conventional warfare. A Savage Conflict is the first work to treat guerrilla warfare as critical to understanding the course and outcome of the Civil War. Daniel Sutherland argues that irregular warfare took a large toll on the Confederate war effort by weakening support for state and national governments and diminishing the trust citizens had in their officials to protect them.

Mari Jo Buhle - Feminism and Its Discontents, A Ce ntury of Struggle with Psychoanalysis (2000).jpg

With Sigmund Freud notoriously flummoxed about what women want, any encounter between psychoanalysis and feminism would seem to promise a standoff. But in this lively, often surprising history, Mari Jo Buhle reveals that the twentieth century's two great theories of liberation actually had a great deal to tell each other. Starting with Freud's 1909 speech to an audience that included the feminist and radical Emma Goldman, Buhle recounts all the twists and turns this exchange took in the United States up to the recent American vogue of Jacques Lacan. While chronicling the contributions of feminism to the development of psychoanalysis, she also makes an intriguing case for the benefits psychoanalysis brought to feminism.

From the first, American psychoanalysis became the property of freewheeling intellectuals and popularists as well as trained analysts. Thus the cultural terrain that Buhle investigates is populated by literary critics, artists and filmmakers, historians, anthropologists, and sociologists--and the resulting psychoanalysis is not so much a strictly therapeutic theory as an immensely popular form of public discourse. She charts the history of feminism from the first wave in the 1910s to the second in the 1960s and into a variety of recent expressions. Where these paths meet, we see how the ideas of Freud and his followers helped further the real-life goals of a feminism that was a widespread social movement and not just an academic phenomenon. The marriage between psychoanalysis and feminism was not pure bliss, however, and Buhle documents the trying moments; most notably the "Momism" of the 1940s and 1950s, a remarkable instance of men blaming their own failures of virility on women.

An ambitious and highly engaging history of ideas, Feminism and Its Discontents brings together far-flung intellectual tendencies rarely seen in intimate relation to each other--and shows us a new way of seeing both.

Gary Cross - An All-Consuming Century, Why commerc ialism won in modern America (2000).jpg

The triumph of consumerism in 20th-century America has received mixed reviews, which indicates that this country's puritanical heritage has proved to be no match for the market forces dominating our contemporary life. Cross (history, Pennsylvania State Univ.) has written extensively about American society. His Kids' Stuff examined changes in children's toys, but this time he focuses on products and trends that appeal to adults, from the introduction of Henry Ford's Model T in 1908 to the current American love affair with bargain shopping. Cross asserts that even the Depression, the two world wars, and the counterculture of the Sixties did no lasting damage to the growth of commercialism. Exploring the economic causes of this triumph and documenting the social and environmental costs of America's desire for goods, Cross argues that consumerism diverts people from ethnic and class warfare. Even though his study is far more suggestive than conclusive, it will still nicely supplement other recent works on consumerism. Academic and large public libraries should consider.

Mark Duffield - Global Governance and the New Wars , The Merging of Development and Security (2001).jpg

This book explores the growing merger of development and security. War is now an important part of development discourse, and Mark Duffield unravels the nature of the new wars in Africa, the Balkans, Central Asia. He looks at the response of the international community and emerging systems of global governance. He also examines the breakdown of order, as fragmented sovereignties confront an increasingly weakened central authority in which humanitarian intervention co-exists with instability and inequality.

Christopher T. King, Peter R. Mueser- Welfare And Work, Experiences In Six Cities (2005).jpg

King and Mueser examine changes in welfare participation and labor market involvement of welfare recipients in six major cities during the 1990s. By focusing on these six cities (Atlanta, Baltimore, Chicago, Fort Lauderdale, Houston, and Kansas City) they are able to glean the extent to which differences in state and local policy, administrative directives, and local labor market conditions contribute to the trends in caseloads, employment, and well-being observed among former recipients. This allows the authors to identify recipient flows and patterns of employment in the six cities before and after welfare reform, and to draw conclusions that go beyond existing studies.

Furthermore, analysis of job spells for both welfare and nonwelfare individuals provides unique insights about the welfare-to-work experience and how it relates to work in low-wage jobs generally. This leads to a number of major conclusions that will be of interest to policymakers and researchers.

Overall, the authors conclude, their results support the growing consensus that 1990s welfare reform met many of the primary goals touted by its supporters while avoiding the dire predictions of its harshest critics. However, it must be noted that this success occurred against the backdrop of a booming economy and earlier federal policy changes (e.g., the EITC and Medicaid expansion) and that despite these factors, most former recipients joined the ranks of the working poor.

Jack Sheehan - Skin City, Behind the Scenes of the Las Vegas Sex Industry (2006).jpg

Vegas. It's a place where Midwestern couples become uninhibited swingers, where shy schoolgirls morph into sexy strippers pulling in $1,000 a night, and where randy tourists come to score at more than just blackjack and craps. What happens here, stays here -- and Vegas nightlife is hotter than it's ever been before.
In Skin City, journalist and longtime Vegas resident Jack Sheehan goes beyond the bright lights to explore the dark thrills of the city's sex industry. Both lurid and fascinating, here is an unabashed look at the stripping, swinging, hustling, and hooking that have turned a desert gaming metropolis into the world's capital of lascivious entertainment. But more than a no-holds-barred exposé, Sheehan's Skin City offers a connoisseur's catalogue of where to go for readers whose tastes run to the erotic -- with everything from valuable pointers from lap dancers, call girls, and vice cops to porn star Jenna Jameson's list of her favorite Vegas strip clubs.

Jared Farmer - On Zion's Mount, Mormons, Indians, and the American Landscape (2008).jpg

Shrouded in the lore of legendary Indians, Mt. Timpanogos beckons the urban populace of Utah. And yet, no “Indian” legend graced the mount until Mormon settlers conjured it—once they had displaced the local Indians, the Utes, from their actual landmark, Utah Lake. On Zion’s Mount tells the story of this curious shift. It is a quintessentially American story about the fraught process of making oneself “native” in a strange land. But it is also a complex tale of how cultures confer meaning on the environment—how they create homelands.

Rene J. Francillon - U.S. Army Air Forces In The P acific (1969).jpg

When the Japanese struck at Pearl Harbor and the Philippines the AAF had some 231 combat aircraft on the Hawaiian Islands and 265 combat arc raft in the Philippines. However, the well-planned Japanese attacks soon resulted in placing the AAF in a bleak situation and two days after the fateful first Sunday in December 1941, the AAF was reduced to an almost ineffective state. Reinforcements were rushed to the battle fronts but the Japanese continued for another six months to advcnce throughout the South Pacific and the ill-equipped, outnumbered units of the AAF could do little but gallantly attempt to slow down the Nipponese onslaught.
During the first year of the war, at the insistence of the United Kingdom, the Allies hcd agreed to give top priority to operations in the E.T.O. and, consequently, the AAF units in the Pacific, Alaskan and C.B.I, theaters were deprived for many months of the necessary quantitative and qualitative reinforcements. However, as the war effort put up by the American industry resulted in greatly increased aircraft production, the AAF units begar to receive an increasing number of modern aircraft beginning in 1943 and the war of containment could at last give place to the offensive.
By the spring of 1944, the AAF, in collaboration with the U.S. Navy, the U.S. Army and forces of Allied nations, was ready to push back the forces of the Rising Sun. The Allied offensive marked by the conquest of the Marianas — from where the Boeing B-29 Superfortresses took the war to the heart of Japan — the Philippines, Iwo Jima and Okinawa culminated in the dropping of the first atomic weapons on Hiroshima and Nagasaki in August 1945.

Gun litigation deserves a closer look amid the lessons learned from decades of legal action against the makers of asbestos, Agent Orange, silicone breast implants, and tobacco products, among others.

Suing the Gun Industry collects the diverse and often conflicting opinions of an outstanding cast of specialists in law, public health, public policy, and criminology and distills them into a complete picture of the intricacies of gun litigation and its repercussions for gun control.

Using multiple perspectives, Suing the Gun Industry scrutinizes legal action against the gun industry. Such a broad approach highlights the role of this litigation within two larger controversies: one over government efforts to reduce gun violence, and the other over the use of mass torts to regulate unpopular industries.

Readers will find Suing the Gun Industry a timely and accessible picture of these complex and controversial issues.

Phillip J. Nelson, Kenneth V. Greene - Signaling G oodness, Social Rules and Public Choice (2003).jpg

Political, intellectual, and academic discourse in the United States has been awash in political correctness, which has itself been berated and defended -- yet little understood. As a corrective, Nelson and Greene look at a more general process: adopting political positions to enhance one's reputation for trustworthiness both to others and to oneself.

A new approach to analyzing political and charitable behavior posits that morality significantly affects that behavior

Phillip Nelson and Kenneth Greene are Professors of Economics in the Department of Economics at the State University of New York, Binghamton.
