Traditional narratives of black educational history suggest that African Americans offered a unified voice concerning Brown v. Board of Education. Jack Dougherty counters this interpretation, demonstrating that black activists engaged in multiple, overlapping, and often conflicting strategies to advance the race by gaining greater control over schools.
Dougherty tells the story of black school reform movements in Milwaukee from the 1930s to the 1990s, highlighting the multiple perspectives within each generation. In profiles of four leading activists, he reveals how different generations redefined the meaning of the Brown decision over time to fit the historical conditions of their particular struggles. William Kelley of the Urban League worked to win teaching jobs for blacks and to resettle Southern black migrant children in the 1950s; Lloyd Barbee of the NAACP organized protests in support of integrated schools and the teaching of black history in the 1960s; and Marian McEvilly and Howard Fuller contested--in different ways--the politics of implementing desegregation in the 1970s, paving the way for the 1990s private school voucher movement. Dougherty concludes by contrasting three interpretations of the progress made in the fifty years since Brown, showing how historical perspective can shed light on contemporary debates over race and education reform.

Contrary to popular belief, the problem with U.S. higher education is not too much politics but too little. Far from being bastions of liberal bias, American universities have largely withdrawn from the world of politics. So conclude Bruce L. R. Smith, Jeremy Mayer, and Lee Fritschler in this illuminating book. Closed Minds? draws on data from interviews, focus groups, and a new national survey by the authors, as well as their decades of experience in higher education to paint the most comprehensive picture to date of campus political attitudes. It finds that while liberals outnumber conservatives within faculty ranks, even most conservatives believe that ideology has little impact on hiring and promotion. Today's students are somewhat more conservative than their professors, but few complain of political bias in the classroom. Similarly, a Pennsylvania legislative inquiry, which the authors explore as a case study of conservative activism in higher education, found that political bias was "rare" in the state's public colleges and universities. Yet this ideological peace on campus has been purchased at a high price. American universities are rarely hospitable to lively discussions of issues of public importance. They largely shun serious political debate, all but ignore what used to be called civics, and take little interest in educating students to be effective citizens. Smith, Mayer, and Fritschler contrast the current climate of disengagement with the original civic mission of American colleges and universities. In First to Arrive, only the first and last of the seven chapters deal with events on or following September 11; the rest is a skimpy overview of the history of firefighting in America, plus a modern firefighter's training and special equipment. Helping Hands, the best of the lot, stays on topic with general accounts of government, corporate, and personal efforts to assist rescue workers and victims in the disaster's immediate wake. However, some of its claims, such as the assertion that steel softens at a higher temperature than it melts, or that President Bush "emerged as a strong and confident leader" in the wake of the attacks, are, at best, debatable. Similarly, though We the People is balanced enough to take note of protests to the federal government's sweeping post-9/11 assaults on civil liberties, Valdez's belief that the anthrax letters were "the first fatal instance of biological terrorism on U.S. soil" ignores, for instance, the smallpox and other epidemics that wiped out entire tribes of Native Americans in centuries past. All three titles feature occasional small color photos. Considering how thoroughly the territory is being mined, libraries should gauge local demand carefully, and if possible wait for more considered accounts of the 2001 attacks' aftermath.-John Peters, New York Public Library
