Das zweite Buch Die CIA und der 11. September. Internationaler Terror und die Rolle der Geheimdienste aus dem Jahr 2003 behandelt die Anschläge des 11. Septembers. Es beschäftigt sich damit, welche Rolle amerikanische Regierungsbehörden, insbesondere die CIA, bei deren Zustandekommen und der späteren Aufklärung gespielt haben.

Bülow stellt hierzu zahlreiche Fragen und führt Indizien an, die nach seiner Auffassung die offizielle Darstellung der Anschläge in Zweifel ziehen. Insbesondere die Tatsache, dass nach dem 11. September kein reguläres Verfahren eingeleitet wurde, wie dies sonst bei jedem Verbrechen üblich ist, sondern unmittelbar danach die Schuldigen präsentiert wurden, ist für ihn ein Indiz, dass Fakten über die Hintergründe der Anschläge zurückgehalten oder verfälscht wurden.

Er stellt die These auf, die Anschläge seien in Wirklichkeit von der amerikanischen Regierung geplant und von den US-amerikanischen Geheimdiensten CIA und der israelischen Mossad ausgeführt worden. Die Flugzeuge seien ferngesteuert gewesen und das World Trade Center von innen heraus gesprengt worden. Die Attentäter hätten gar nicht auf den Passagierlisten gestanden und würden in Wirklichkeit zum Teil noch leben.

Da zur Zeit der Veröffentlichung laut Umfragen rund ein Fünftel der Deutschen Zweifel an der offiziellen Darstellung der Ereignisse des 11. Septembers hatten, stieß das Buch bei Publikum und Medien auf großes Interesse. Mittlerweile ist es in der 7. Auflage erschienen und ins Arabische übersetzt worden.

Das Buch wurde neben Publikationen des ehemaligen taz-Redakteurs Mathias Bröckers oder des freien Journalisten Gerhard Wisnewski zum Gegenstand von Diskussionen und teils heftiger Kritik seitens der Medien.[1]

Bülow gab zahlreiche Interviews zu seinem Buch, darunter dem Magazin konkret, der MLPD-Wochenzeitung Rote Fahne, dem Tagesspiegel und dem ZDF. Das größte Echo rief ein Auftritt bei Sandra Maischberger am 9. September 2003 hervor. Maischberger kritisierte Bülow darin stark, dass er sich zu großen Teilen auf Zeitungsberichte und Internetquellen berufe. Ihr Hauptkritikpunkt war, dass er zwar behaupte, die Attentäter lebten und seien schon interviewt worden, er aber nicht versucht habe, selbst mit ihnen Kontakt aufzunehmen. Bülow erwiderte darauf, dass er hierzu nicht die Kapazitäten hätte. Maischberger wurde für ihre Interviewführung kritisiert, da sie Bülow keine Gelegenheit gegeben habe, seine Argumente darzulegen und stattdessen immer wieder zu denselben Fragestellungen zurückgekehrt sei.

Der Journalist Hans Leyendecker verweist in der Frage der kontaktierbaren Attentäter darauf, dass Bülow sich immer wieder auf einen Artikel der britischen Zeitung Daily Telegraph berufen habe, dessen Autoren wiederum auch nicht direkt mit den angeblichen Attentätern gesprochen hätten.

Auch die arabische Ausgabe des Buches sorgte für Kontroversen. So kritisierte Khalil al Haidar in der kuwaitischen Zeitung Al-Watan am 21. Mai 2006 das Buch heftig[2]. Einer der dortigen Kritikpunkte war allerdings die falsche Behauptung auf dem Klappentext der arabischen Ausgabe, Bülow sei „Chef der Geheimdienste in der deutschen Regierung“ gewesen.

This important volume brings together rigorous scholarship on the events of 9-11-2001, and assesses whether the truth has been told by the U.S. government. The lead chapter shows that eleven of FBI-named Arabic hijackers could not have been on the planes, while the Dulles airport videotape -- essentially being the case that hijackers boarded flights -- has very serious authentication problems. The next three chapters examine insider trading beforehand and the 9-11 flights themselves, then the evidence -- based partly upon newly-released reports of more than 500 firefighters -- permitting a conclusion that three buildings in the WTC complex were brought down by demolition, followed by discussion of scheduled military drills which confused standard operating procedures, and concluding with a surprising connection to the death of Senator Wellstone, leading critique of the Bush administration. The third part opens with a chapter examining the connection between Al-Qaeda and Western covert operations, showing how Al-Qaeda is inseparably connected to the latter. The following chapter shows that Machiavellian state terrorism is rather common and not at all unlikely for 9-11, while the following examines how the 9-11 Commission wrote its own history, rather than reporting and analyzing true history. The rise of Islamophobia as an ideological force to sustain U.S. imperialism is then introduced. The final chapter, while not explicit, offers a possible connection to the process of undermining pensions in the U.K. The volume can be seen as a definitive, scholarly explanation of 9-11 as a world-changing event.
