Whether antiquities should be returned to the countries where they were found is one of the most urgent and controversial issues in the art world today, and it has pitted museums, private collectors, and dealers against source countries, archaeologists, and academics. Maintaining that the acquisition of undocumented antiquities by museums encourages the looting of archaeological sites, countries such as Italy, Greece, Egypt, Turkey, and China have claimed ancient artefacts as state property, called for their return from museums around the world, and passed laws against their future export. But in "Who Owns Antiquity?", one of the world's leading museum directors vigorously challenges this nationalistic position, arguing that it is damaging and often disingenuous. 'Antiquities', James Cuno argues, 'are the cultural property of all humankind', 'evidence of the world's ancient past and not that of a particular modern nation. They comprise antiquity, and antiquity knows no borders'.Cuno argues that nationalistic retention and reclamation policies impede common access to this common heritage and encourage a dubious and dangerous politicization of antiquities - and of culture itself. Antiquities need to be protected from looting but also from nationalistic identity politics. To do this, Cuno calls for measures to broaden rather than restrict international access to antiquities.

Virtually all discussions of the problematic character of youth and society in twentieth century Germany begin with the middle class Wandervogel and end with the Hitler Youth. In this revisionist study Derek S. Linton argues that youth emerged as an important social problem around 1900 without any reference to the Wandervogel. Instead, fears of socialism, urban disorder, mass culture, and youthful independence prompted Liberal social reformers to constitute young workers as a social problem. Linton traces the "natural history" of this social problem from recognition to institutional reform. He especially explores such institutions as mandatory evening vocational schools and adult sponsored youth clubs designed to integrate young workers in Wilhelmine society. Based on his analysis of youth reform, Linton ends by discussing some of the recent debates over the reformability of Imperial Germany and relations between the Empire and the Nazi regime.

In 1666, King Charles II felt it necessary to reform Englishmen's dress by introducing a fashion that developed into the three-piece suit. We learn what inspired this royal revolution in masculine attire--and the reasons for its remarkable longevity--in David Kuchta's engaging and handsomely illustrated account. Between 1550 and 1850, Kuchta says, English upper- and middle-class men understood their authority to be based in part upon the display of masculine character: how they presented themselves in public and demonstrated their masculinity helped define their political legitimacy, moral authority, and economic utility. Much has been written about the ways political culture, religion, and economic theory helped shape ideals and practices of masculinity. Kuchta allows us to see the process working in reverse, in that masculine manners and habits of consumption in a patriarchal society contributed actively to people's understanding of what held England together. Kuchta shows not only how the ideology of modern English masculinity was a self-consciously political and public creation but also how such explicitly political decisions and values became internalized, personalized, and naturalized into everyday manners and habits.

While doing fieldwork in a village in east Madagascar that had suffered both heavy settler colonialism and a bloody anticolonial rebellion, Jennifer Cole found herself confronted by a puzzle. People in the area had lived through almost a century of intrusive French colonial rule, but they appeared to have forgotten the colonial period in their daily lives. Then, during democratic elections in 1992-93, the terrifying memories came flooding back. Cole asks, How do once-colonized peoples remember the colonial period? Drawing on a fine-grained ethnography of the social practices of remembering and forgetting in one community, she develops a practice-based approach to social memory.

A two-volume study of political thought from the late thirteenth to the end of the sixteenth century, the decisive period of transition from medieval to modern political theory. The work is intended to be both an introduction to the period for students, and a presentation and justification of a particular approach to the interpretation of historical texts. Volume One deals with the Renaissance, Volume Two with the Age of Reformation. Quentin Skinner gives an outline account of all the principal texts of the period, discussing in turn the chief political writings of Dante, Marsiglio, Bartolus, Machiavelli, Erasmus and more, Luther and Calvin, Bodin and the Calvinist revolutionaries. But he also examines a very large number of lesser writers in order to explain the general social and intellectual context in which these leading theorists worked. He thus presents the history not as a procession of 'classic texts' but are more readily intelligible. He traces by this means the gradual emergence of the vocabulary of modern political thought, and in particular the crucial concept of the State. We are given an insight into the actual processes of the formation of ideologies and into some of the linkages between political theory and practice. The work aspires, in this sense, to give the first genuinely historical account of the political thought of the period.

Capitalism, Culture and Decline in Britain is an original and controversial analysis of the thesis, made familiar in recent years by Martin J. Wiener, Anthony Sampson, Correlli Barnett, and others, which states that Britain's alleged economic decline since 1870 was the result of deep-seated anti-industrial factors in Britain's culture. Rubinstein argues, from a novel perspective, that Britain was never an industrial, but always a commercial/financial economy whose comparative advantage lay within that area. Rubinstein illustrates that the much-criticized features of Britain's class system, such as the public schools, were actually efficient instruments to enhance this competitive advantage. He closely examines Britain's cultural values and elite structures to demonstrate that these were both rational and modern, arguing that Britain's standard of living has been virtually identical to all countries whose economies have been considered more "successful." Emphasizing the central importance of London-based finance and addressing socialism, Keynesianism, and Thatcherism, Capitalism, Culture, and Decline in Britain presents an original and challenging contribution to this debate.

Elisabeth Crawford's new study departs from the commonly held notion that universalism and internationalism are inherent features of science. Showing how the rise of scientific organizations around the turn of the century had centered on national scientific enterprises, Dr. Crawford argues that scientific activities of the late-nineteenth century were an integral part of the emergence of the nation-state in Europe. Internationalism in science, both in theory and practice, began to hold sway over scientists only when economic relations, transportation and communication facilities began to transgress national boundaries. The founding of the Nobel Prize in 1901 confirmed the internationalization of science. The workings of the Nobel institution rested on an international community of scientists who forwarded candidates for the prizes. Along with the candidates and eventual prizewinners, they constituted the Nobel population, which in the fields of chemistry and physics between 1901 and 1939 numbered over one thousand scientists of greater and lesser renown from twenty-five countries. Dr. Crawford uses this Nobel population for biographical studies that shed new light on national and international science between 1901 and 1939. Her four studies examine critically the following problems: the upsurge of nationalism among scientists of warring nations during and after World War I and its consequences for internationalism in science; the existence of a scientific center and periphery in Central Europe; the elite conception of science in the United States and its role in the success of the national scientific enterprise; and the effective use of the Nobel prizes in an organization whose primary purpose was to further national science. Two introductions provide the necessary background for the studies by discussing research methodology and both national and international science between 1880 and 1914.
