Previous generations enjoyed the security of lifelong employment with a sole employer. Public policy and social institutions reinforced that security by producing a labor force content with mechanized repetition in manufacturing plants, and creating loyalty to one employer for life. This is no longer the case. Globalization and new technologies have triggered a shift away from capital and towards knowledge. In today's global economy, where jobs and factories can be moved quickly to low-cost locations, the competitive advantage has shifted to ideas, insights, and innovation. But it is not enough just to have new ideas. It takes entrepreneurs to actualize them by championing them to society. Entrepreneurship has emerged as the proactive response to globalization.

In this book, award-winning economist David B. Audretsch identifies the positive, proactive response to globalization--the entrepreneurial society, where change is the cutting edge and routine work is inevitably outsourced. Under the managed economy of the cold war era, government policies around the world supported big business, while small business was deemed irrelevant and largely ignored. Timely and pathbreaking, Securing the Peace is the first book to explore the complete spectrum of civil war terminations, including negotiated settlements, military victories by governments and rebels, and stalemates and ceasefires. Examining the outcomes of all civil war terminations since 1940, Monica Toft develops a general theory of postwar stability, showing how third-party guarantees may not be the best option. She demonstrates that thorough security-sector reform plays a critical role in establishing peace over the long term.

Much of the thinking in this area has centered on third parties presiding over the maintenance of negotiated settlements, but the problem with this focus is that fewer than a quarter of recent civil wars have ended this way. Furthermore, these settlements have been precarious, often resulting in a recurrence of war. Toft finds that military victory, especially victory by rebels, lends itself to a more durable peace. She argues for the importance of the security sector--the police and military--and explains that victories are more stable when governments can maintain order. Toft presents statistical evaluations and in-depth case studies that include El Salvador, Sudan, and Uganda to reveal that where the security sector remains robust, stability and democracy are likely to follow.

This book examines the concept of legitimacy as it may be used to explain the success, or failure, of key stability operations since the end of the Cold War.
In the success of stability operations, legitimacy is key. In order to achieve success, the intervening force must create a sense of legitimacy of the mission among the various constituencies concerned with and involved in the venture. These parties include the people of the host nation, the host government (whose relations with the local people must be legitimate), political elites and the general public worldwide—including the intervening parties’ own domestic constituencies, who will sustain (or not sustain) the intervention by offering (or withdrawing) support. This book seeks to bring into close scrutiny the legitimacy of stability interventions in the post-Cold War era, by proposing a concept that captures both the multi-faceted nature of legitimacy and the process of legitimation that takes place in each case. Case studies on Liberia, Bosnia, Somalia, Rwanda, Afghanistan and Iraq explain how legitimacy related to the outcome of these operations.
This book will be of much interest to students of stability operations, counterinsurgency, peace operations, humanitarian intervention, and IR/security studies in general.

Best suited for those whose knowledge of bin Linden is based upon brief, pixilated clips or quotes gleaned from news accounts, the book will provide those who have studied the man and his rarified interpretation of Islam with little, if anything, that is new. Tracing bin Laden's ascendancy from the disgruntled Saudi exile of 1994 whose letters of complaint had a nearly timid tone (in a December 1994 letter to a Saudi judicial leader, bin Laden addresses the recipient as "Honorable sheikh" and writes, "we pray that you do not take these words out of turn or consider them to overstep the limits of etiquette.") to the bombastic jihadist leader in hiding with a $50-million bounty on his head, his statements depict not only a fiery communicator with a knack for manipulating traditional Islamic beliefs, but a revolutionary figure whose romanticized view of himself and his cause carries echoes of iconic revolutionaries past. Familiarity with the Koran will help readers contextualize and evaluate bin Laden's claims (footnotes citing Koranic passages accompany each invocation), though even the uninitiated will have no trouble in identifying arguably willful misinterpretations. (Bin Laden cites, for instance, a verse that concludes, "God has endless bounty and knowledge," to support cautioning "Muslims to be very wary and careful about befriending Jews and Christians.") Those looking for a comprehensive and unexpurgated explanation of the man behind contemporary radical Islam have a powerful reference here.

Over the quarter of a century with which this book is concerned, the UK has had an extraordinarily diverse experience of monetary policy and monetary regimes. Monetary policy has been transformed, from attempts to control broad money from the supply side with the use of indirect controls on banks' lending, to an almost exclusive focus on interest rates in a context of inflation targeting. The exchange rate has at times been fixed, at other times almost perfectly flexible, and at other times again more or less managed. Meanwhile the real economy has experienced large variations in growth, together with what most observers have seen as a sharp rise and then a gradual decline in the NAIRU; inflation has varied between 25% and 2%.

This is a book about the making of monetary policy in the UK, about how and why the monetary regimes changed over the period, and how and why the monetary authorities took the decisions they did about monetary growth, interest rates and the exchange rate. It includes separate chapters on monetary targeting, on policy in the second half of the 1980s, on the UK's brief membership of the ERM, on inflation targeting between 1993 and 1997, and on inflation targeting with instrument independence since 1997. It also contains a detailed analysis of the factors that influenced interest rate decisions and monetary policy with particular reference to the exchange rate, and an investigation of the nature and reasons for interest rate smoothing in the UK.
