This volume in the Detail & Scale Series is being written in response to a very large number of requests.
We have received numerous phone calls and letters asking for a book in thisseries on the U.S. aircraft and armament of Operation Desert Storm. During a visit to Washington, D.C.. and a trip to the International Plastic Modelers Society's national conventions in St. Louis and Seattle, the author was approached time and time again about doing such a book. Almost everyone who contacted Detail & Scale made two very important points. First, they are far from pleased with most of the publications on Desert Storm that have been released so far. This is because many of these publications were rushed into print to make a quick profit off of the war. As a result, the accuracy and scope of those books often suffered considerably. Some had photographs and information from only one source, and there was often an obvious lack of original research. Military photographers who took the photographs were not technical experts, and the captions that they supplied with their photos often contained errors. In attempts to beat another publisher's book to the market, these obvious errors were often left uncorrected.

A sophisticated and accessible application of the newest theoretical work in public-policy history and legal studies, this book is a detailed account of how a permanent income tax was enacted into law in the United States. The tax originated as an apology for the aggressive manipulation of other forms of taxation, especially the tariff, during the Civil War. Levied with very low rates on a small proportion of the population and raising little revenue, the early tax was designed to preserve imbalances in the structure of wealth and opportunity, rather than to ameliorate or abolish them, by strengthening the status quo against fundamental attacks by the political left and right. This book shows that the early course of income taxation was more clearly the product of centrist ideological agreement, despite occasional divergences, than of "conservative-liberal" allocative conflict.

With Sigmund Freud notoriously flummoxed about what women want, any encounter between psychoanalysis and feminism would seem to promise a standoff. But in this lively, often surprising history, Mari Jo Buhle reveals that the twentieth century's two great theories of liberation actually had a great deal to tell each other. Starting with Freud's 1909 speech to an audience that included the feminist and radical Emma Goldman, Buhle recounts all the twists and turns this exchange took in the United States up to the recent American vogue of Jacques Lacan. While chronicling the contributions of feminism to the development of psychoanalysis, she also makes an intriguing case for the benefits psychoanalysis brought to feminism.

From the first, American psychoanalysis became the property of freewheeling intellectuals and popularists as well as trained analysts. Thus the cultural terrain that Buhle investigates is populated by literary critics, artists and filmmakers, historians, anthropologists, and sociologists--and the resulting psychoanalysis is not so much a strictly therapeutic theory as an immensely popular form of public discourse. She charts the history of feminism from the first wave in the 1910s to the second in the 1960s and into a variety of recent expressions. Where these paths meet, we see how the ideas of Freud and his followers helped further the real-life goals of a feminism that was a widespread social movement and not just an academic phenomenon. The marriage between psychoanalysis and feminism was not pure bliss, however, and Buhle documents the trying moments; most notably the "Momism" of the 1940s and 1950s, a remarkable instance of men blaming their own failures of virility on women.

An ambitious and highly engaging history of ideas, Feminism and Its Discontents brings together far-flung intellectual tendencies rarely seen in intimate relation to each other--and shows us a new way of seeing both.

The triumph of consumerism in 20th-century America has received mixed reviews, which indicates that this country's puritanical heritage has proved to be no match for the market forces dominating our contemporary life. Cross (history, Pennsylvania State Univ.) has written extensively about American society. His Kids' Stuff examined changes in children's toys, but this time he focuses on products and trends that appeal to adults, from the introduction of Henry Ford's Model T in 1908 to the current American love affair with bargain shopping. Cross asserts that even the Depression, the two world wars, and the counterculture of the Sixties did no lasting damage to the growth of commercialism. Exploring the economic causes of this triumph and documenting the social and environmental costs of America's desire for goods, Cross argues that consumerism diverts people from ethnic and class warfare. Even though his study is far more suggestive than conclusive, it will still nicely supplement other recent works on consumerism. Academic and large public libraries should consider.

King and Mueser examine changes in welfare participation and labor market involvement of welfare recipients in six major cities during the 1990s. By focusing on these six cities (Atlanta, Baltimore, Chicago, Fort Lauderdale, Houston, and Kansas City) they are able to glean the extent to which differences in state and local policy, administrative directives, and local labor market conditions contribute to the trends in caseloads, employment, and well-being observed among former recipients. This allows the authors to identify recipient flows and patterns of employment in the six cities before and after welfare reform, and to draw conclusions that go beyond existing studies.

Furthermore, analysis of job spells for both welfare and nonwelfare individuals provides unique insights about the welfare-to-work experience and how it relates to work in low-wage jobs generally. This leads to a number of major conclusions that will be of interest to policymakers and researchers.

Overall, the authors conclude, their results support the growing consensus that 1990s welfare reform met many of the primary goals touted by its supporters while avoiding the dire predictions of its harshest critics. However, it must be noted that this success occurred against the backdrop of a booming economy and earlier federal policy changes (e.g., the EITC and Medicaid expansion) and that despite these factors, most former recipients joined the ranks of the working poor.
