Gregory Fremont-Barnes holds a doctorate in Modern History from Oxford University and serves as a Senior Lecturer in War Studies at the Royal Military Academy Sandhurst, dividing his work between teaching cadets on site and commissioned officers of the British Army posted to garrisons throughout the UK and abroad. His writing focuses principally on the military and naval history of the 18th and 19th centuries and includes such works as The French Revolutionary Wars, The Boer War, The Peninsular War, The Indian Mutiny, Trafalgar, The Wars of the Barbary Pirates, Nelson’s Officers and Midshipmen, and many others. He has edited two major reference works, the three-volume Encyclopedia of the French Revolutionary and Napoleonic Wars and the two-volume Encyclopedia of the Age of Political Revolutions and New Ideologies, 1760–1815, and co-edited the five-volume Encyclopedia of the American Revolutionary War.

In this book, an expert in the field explains why the United States is the world's largest debtor nation and how America's relationship to creditor states is of growing economic, diplomatic, and even national security concern. Foreign countries are not merely investing in U.S. corporations but are purchasing them outright: Abu Dhabi bought Citigroup securities, Kuwait purchased a large block Merrill Lynch stock, and China bought Morgan Stanley's convertible securities-and this happened before the September 2008 meltdown of Wall Street. The means by which wealthy foreign states make these purchases are sovereign wealth funds, their surplus capital that they are seeking to invest in order to generate the greatest return. Currently, the largest sovereign wealth funds are held by the United Arab Emirates (of which Abu Dhabi is part), Norway, Singapore, Kuwait, and the People's Republic of China; Qatar and Libya are also in the top ten. The United States has no such fund (although the state of Alaska does). This book takes a close look at China's and Norway's sovereign wealth funds to explain how they work. The author also uses domestic examples (Harvard's endowment, the California's state employees' retirement fund) to propose how the United States could create a sovereign wealth fund, speculating that such a fund could solve the looming Social Security funds shortfall. Most important, the book elucidates the national security aspects of not having an American sovereign wealth fund when so many other nations-both friend and foe-have them.

The Constitution of the United States of America is the supreme law of the United States. The Constitution is the framework for the organization of the United States government and for the relationship of the federal government with the states, citizens, and all people within the United States.

The Constitution creates the three branches of the national government: a legislature, the bicameral Congress; an executive branch led by the President; and a judicial branch headed by the Supreme Court. The Constitution specifies the powers and duties of each branch. The Constitution reserves all unenumerated powers to the respective states and the people, thereby establishing the federal system of government.

The Constitution was adopted on September 17, 1787, by the Constitutional Convention in Philadelphia, Pennsylvania, and ratified by conventions in each U.S. state in the name of "The People". The Constitution has been amended twenty-seven times; the first ten amendments are known as the Bill of Rights.

The United States Constitution is the oldest written constitution still in use by any nation in the world, although the Statutes of 1600, the principal part of San Marino's Constitution, is older.

The Constitution holds a central place in United States law and political culture. The handwritten original document penned by Jacob Shallus is on display at the National Archives and Records Administration in Washington, D.C.

First published in 1980, the volume sums up decades of post-war scholarship into a definitive statement of leftist, multicultural, anti-imperialist historiography. This edition updates that project with new chapters on the Clinton and Bush presidencies, which deplore Clinton's pro-business agenda, celebrate the 1999 Seattle anti-globalization protests and apologize for previous editions' slighting of the struggles of Latinos and gays. Zinn's work is an vital corrective to triumphalist accounts, but his uncompromising radicalism shades, at times, into cynicism. Zinn views the Bill of Rights, universal suffrage, affirmative action and collective bargaining not as fundamental (albeit imperfect) extensions of freedom, but as tactical concessions by monied elites to defuse and contain more revolutionary impulses; voting, in fact, is but the most insidious of the "controls." It's too bad that Zinn dismisses two centuries of talk about "patriotism, democracy, national interest" as mere "slogans" and "pretense," because the history he recounts is in large part the effort of downtrodden people to claim these ideals for their own.

The documents are skillfully tied together by brief text that gives good background information. The authors primarily credit gross miscalculations on the part of American policy makers, such as John Foster Dulles and Robert S. McNamara, in helping lead the country into this conflict and are often critical of the United States politicians. A concluding section recounts a Vietnamese woman's return visit to her homeland long after the war, describes the changes in U.S./Vietnamese relations and attitudes, and looks at the role of the war in limiting the expansion of Communism. Related topics, such as the Civil Rights movement, Vietnam Veterans against the War, and the Kent State shootings, are covered, and ample information on Ho Chi Minh is included. The book is well balanced in showing both sides; the tragedy of the war i+s underlined by truly awful statistics on the amount of munitions used, the destruction of Vietnam, and the loss of life. Good-quality, black-and-white photos and illustrations are plentiful and informative. Comparable in style and reading level to John M. Dunn's A History of U.S. Involvement (Lucent, 2001), this excellent title could be used in conjunction with William Dudley's The Vietnam War:

The text is arranged in short chronological chapters and is accompanied by a sprinkling of black-and-white photos. There is thorough coverage and thoughtful analysis of each presidency from Theodore Roosevelt to Bill Clinton. The changing roles of women, the recognition of the civil rights of African Americans, and the gradual improvements in their standard of living and access to higher education are adequately covered. The sexual revolution and other counterculture influences of the '60s and '70s are duly noted. "Monicagate" and the impeachment of Bill Clinton receive a brief, but clear explanation as well. The U.S. intervention in Kosovo and the bombing of Yugoslavia conclude the volume. A short, helpful list of suggested readings follows each chapter. Students should find this a useful no-frills introduction to the topic, adequate for an introductory course or quick reference. Harold Evans's much larger and more attractively packaged The American Century (Knopf, 1998) provides similar coverage with a multitude of fascinating photos and an extensive bibliography, but its size makes it more suitable for reference.
