Lusane has created a groundbreaking analysis of the intersection of racial politics and American foreign policy. This insightful work critically examines the roles played by former Secretary of State Colin Powell and current Secretary of State (and former National Security Advisor) Condoleezza Rice in the construction of U.S. foreign policy, exploring the ways in which their racial identity challenges conventional notions about the role of race in international relations. Neither Powell nor Rice consciously allowed their racial identity to substantially influence or characterize their participation in the defense and projection of U.S. hegemony, Lusane argues, but both used their racial identity and experiences strategically in key circumstances to defend Bush administration policies. This is but one sense in which their race, despite their reluctance to be seen as racial figures, is significant in relation to U.S. foreign policy. Locating Powell and Rice within the genealogy of the current national security strategy, and within broader shifts under George W. Bush, this work argues that their racial location in the context of the construction of U.S. foreign policy is symbolic, and that it serves to distract from the substantive part they play in the ongoing reconfiguration of U.S. global power. Criticism of Powell's and Rice's policies, for example, is often blunted by race. Black liberals may be reluctant to condemn them, while white liberals may be afraid criticism could be interpreted as racial bias, especially since conservatives of both races argue that such criticism is probably racist. Lusane tackles these difficult issues along with others, asking whether there is a black consensus on foreign policy and, if so, what its dimensions, driving forces, and prospects for stability are. How can a progressive alternative to the current U.S. foreign policy be realized? Are Powell and Rice merely functionaries, or did they substantially determine the direction of U.S. foreign policy? In Cold War Criticism and the Politics of Skepticism, Tobin Siebers claims that modern criticism is a Cold War criticism. Postwar literary theory has absorbed the skepticism, suspicion, and paranoia of the Cold War mentality, and it plays them out in debates about the divided self, linguistic indeterminacy, the metaphysics of presence, multiculturalism, canon formation, power, cultural literacy, and the politics of literature. The major critical movements of the postwar age, Siebers argues, belong to three dominant phases of the Cold War era. The age of charismatic leadership characterized by Churchill, FDR, Stalin, and Hitler lies behind the preoccupation with "intention," "affect," and "impersonality" found in the New Criticism. The age of propaganda motivates the fascination with the guiles of language, undecidability, and deconstruction. The age of superpowers provides the dominant metaphor in the new historicism's analysis of the technology of power. The American system of capital punishment is facing a legitimacy crisis due to a large number of death row exonerations in recent years. In the wake of these exonerations, the number of new death sentences shrank to a 30 year low and surveys have revealed a decrease in public support for capital punishment. This book describes the crisis confronting the system and explores how newspaper reports of 29 exonerations functioned to legitimize and relegitimize the death penalty in light of these delegitimating forces. By applying Habermas' theory of legitimation crisis through narrative and qualitative content analysis, this book represents a new approach to media research.

It has often been said that early America was the "best poor man’s country in the world." After all, wasn’t there an abundance of land and a scarcity of laborers? The law of supply and demand would seem to dictate that most early American working people enjoyed high wages and a decent material standard of living. Down and Out in Early America presents the evidence for poverty versus plenty and concludes that financial insecurity was a widespread problem that plagued many early Americans.
The fact is that in early America only an extremely thin margin separated those who required assistance from those who were able to secure independently the necessities of life. The reasons for this were many: seasonal and cyclical unemployment, inadequate wages, health problems (including mental illness), alcoholism, a large pool of migrants, low pay for women, abandoned families. The situation was made worse by the inability of many communities to provide help for the poor except to incarcerate them in workhouses and almshouses. The essays in this volume explore the lives and strategies of people who struggled with destitution, evaluate the changing forms of poor relief, and examine the political, religious, gender, and racial aspects of poverty in early North America.
Down and Out in Early America features a distinguished lineup of historians. In the first chapter, Gary B. Nash surveys the scholarship on poverty in early America and concludes that historians have failed to appreciate the numerous factors that generated widespread indigence. Philip D. Morgan examines poverty among slaves while Jean R. Soderlund looks at the experience of Native Americans in New Jersey. In the other essays, Monique Bourque, Ruth Wallis Herndon, Tom Humphrey, Susan E. Klepp, John E. Murray, Simon Newman, J.
