The greater Middle East is beset by a crescent of crisis-a region of urgent danger stretching from Pakistan to Afghanistan, through Iran and Iraq, all the way to the Syria/Lebanon question and the Israeli-Palestinian conflict. The specific problems range from terrorism and nuclear proliferation to the rise of fundamentalism and a lack of democracy. These crises pose perhaps the most pressing security challenges to Europe and the United States today. Unfortunately, the U.S. and its allies across the Atlantic generally have approached them in separate ways, often resulting in tense transatlantic relations as well as missed opportunities to make the world safer. Clearly time has come for greater coordination of strategy and action. Crescent of Crisis brings together several leading American and European experts to develop a common approach to the pressing worries of the region. The contributors include some of the foremost analysts of the region from both sides of the Atlantic. They provide succinct synopses of the crises, compare U.S. and European perspectives, and suggest ways to increase cooperation. The editors synthesize this into a road map for U.S.-European cooperation in meeting the present and future challenges of this volatile part of the world. Arthur Larson was the chief architect of moderate conservatism--one of the most influential and least studied political forces in U.S. history. During the Eisenhower administration, Larson held three major posts: Under Secretary of Labor, Director of the United States Information Agency, and chief presidential speechwriter. More than twelve thousand American Indians served in the United States military in World War I, even though many were not U.S. citizens and did not enjoy the benefits of enfranchisement. Using the words of the veterans themselves, as collected by Joseph K. Dixon (1856-1926), North American Indians in the Great War presents the experiences of American Indian veterans during World War I and after their return home. Dixon, a photographer, author, and Indian rights advocate, had hoped that documenting American Indian service in the military would aid the Indian struggle to obtain general U.S. citizenship. Dixon managed to document nearly a quarter of the Indians who had served but was unable to complete his work, and his records languished unexamined until now. Unlike other sources of information on Indian military service collected by government officials, Dixon records come primarily from the veterans themselves. Their comments reveal pride in upholding an Indian tradition of military service as well as frustration with the U.S. government. Particularly in its immediacy and individuality, Dixon documentation of American Indian veterans of World War I adds greatly to our understanding of the experiences of American Indians in the U.S. military.

Sure to be found controversial by some, compelling by all, this is the only available book-length examination of the way the U.S. Army and Department of Defense have tried to create the capabilities promised by the high-tech Revolution in Military Affairs. Of more immediate concern, it is also the only in-depth account of the effect RMA and transformation concepts had on the American operations in Afghanistan and Iraq. Many of the problems in both Iraq and Afghanistan, Adams argues, arose from the DoD's implacable desire to implement RMA-driven transformation concepts-whether they were appropriate or not. What we need to do, he maintains, is to fight the war we have, not the war we want. Over the last several decades, military theorists and others began to believe that new technologies were generating a "revolution in military affairs" (RMA), capabilities so revolutionary that they would redefine warfare. Spurred by these beliefs, and led by President George W. Bush and Defense Secretary Donald Rumsfeld, the Department of Defense (DoD) set out to transform the U.S. armed forces by adopting RMA concepts-and spending billions to make the hypothetical capabilities real. The entire structure of the armed forces changed as a result. This vision, however, was totally dependent on a set of unproven suppositions and often nonexistent capabilities, especially a network of information technologies. Moreover, the services, the media, Congress, and industry each had its own agenda, all of which continue to come into play in the development of RMA strategies. The interplay of politics, technology and military reality offers a fascinating narrative.
