What is welfare racism? It is the images that politicians evoke when they speak of "welfare queens" or "deadbeat dads." It is the disproportionate representation of people of color who are in the US poverty population. It is the view that welfare is a black problem. In Welfare Racism, sociologists Neubeck and Cazenave analyze the impact of racism on U.S. welfare policy. In 1970, a jury convicted Robert Hillary King of a crime he did not commit and sentenced him to 35 years in prison. He became a member of the Black Panther Party while in Angola State Penitentiary, successfully organizing prisoners to improve conditions. Why did Britain's position dramatically improve between 1739 and 1763? In this study, the author examines a pivotal period in Britain's rise to power status that culminated in the defeat of France in the struggle for North America in the Seven Years' War. The central themes in this book are the choices between war and peace, America of Europe. Due weight is given to the period of the War of the Austrian Succession 1740-48, when British policy was far from successful and when the major theme was concern with European developments, and to the years of inter-war diplomacy, when the agenda was once again dominated by European developments, specifically the attempt to create a continental system of collective security to off set the Franco-Prussian alliance. Focusing on the diplomacy of the period rather than, as with the majority of works, emphasizing the dominance of a struggle with France for colonial and maritime superiority, new light is thrown on British foreign policy in this period.

Mark Atwood Lawrence deftly explores the process by which the Western powers set aside their fierce disagreements over colonialism and extended the Cold War fight into the Third World. Drawing on an unprecedented array of sources from three countries, Lawrence illuminates the background of the U.S. government's decision in 1950 to send military equipment and economic aid to bolster France in its war against revolutionaries. That decision, he argues, marked America's first definitive step toward embroilment in Indochina, the start of a long series of moves that would lead the Johnson administration to commit U.S. combat forces a decade and a half later. Offering a bold new interpretation, the author contends that the U.S. decision can be understood only as the result of complex transatlantic deliberations about colonialism in Southeast Asia in the years between 1944 and 1950. During this time, the book argues, sharp divisions opened within the U.S., French, and British governments over Vietnam and the issue of colonialism more generally. While many liberals wished to accommodate nationalist demands for self-government, others backed the return of French authority in Vietnam. Only after successfully recasting Vietnam as a Cold War conflict between the democratic West and international communism--a lengthy process involving intense international interplay--could the three governments overcome these divisions and join forces to wage war in Vietnam.

The challenge of transforming the US Air Force into a truly integrated aerospace force is a pressing issue for our service. In Toward an Air and Space Force: Naval Aviation and the Implications for Space Power, Lt Col Mark P. Jelonek uses the historical analogy of the US Navy’s integration of aviation dur ing the interwar period as a possible model for the comprehensive integration of space into the operational Air Force. Defining integration as “the evolutionary process by which a new technology (aviation in the Navy and space power in the Air Force) becomes an inseparable part of the military service,” Colonel Jelonek describes the various policies pursued by the sea service to integrate aviation into the fleet. He contends that five policies proved indispensable to that process:
(1) promoting broad understanding of aviation within the naval establishment;
(2) demonstrating that aviation enhanced rather than threatened the battleship’s place as the premier naval weapons system of the day;
(3) creating a career path that allowed aviators to attain senior rank;
(4) ensuring that aviators remained fully conversant with surface operations; and
(5) incorporating aviation into naval war games.
Arguing that similar practices could facilitate metamorphosis of the Air Force into a true air and space force, Jelonek employs the integration policies pursued by the interwar Navy (appropriately rephrased for contemporary airmen) as a device for measuring the Air Force’s progress in integrating space into its own operational mainstream. He finds such progress has been uneven at best and cites as major impediments the lack of an official plan for air-space integration, the suspect (to aviators) operational credibility of many space officers, and an institutional tendency to mistake technological adaptation for organizational transformation. The author’s proposals for over - coming these difficulties and for promoting the full integration of space power—and space power practitioners—merit serious reflection.
