For more than two decades, John J. Mearsheimer has been regarded as one of the foremost realist thinkers on foreign policy. Clear and incisive as well as a fearlessly honest analyst, his coauthored 2007 New York Times bestseller, The Israel Lobby and U.S. Foreign Policy, aroused a firestorm with its unflinching look at the making of America's Middle East policy. Now he takes a look at another controversial but understudied aspect of international relations: lying.

In Why Leaders Lie, Mearsheimer provides the first systematic analysis of lying as a tool of statecraft, identifying the varieties, the reasons, and the potential costs and benefits. Drawing on a wealth of examples, he argues that leaders often lie for good strategic reasons, so a blanket condemnation is unrealistic and unwise. Yet there are other kinds of deception besides lying, including concealment and spinning. Perhaps no distinction is more important than that between lying to another state and lying to one's own people. Mearsheimer was amazed to discover how unusual interstate lying has been; given the atmosphere of distrust among the great powers, he found that outright deceit is difficult to pull off and thus rarely worth the effort. Moreover, it sometimes backfires when it does occur. Khrushchev lied about the size of the Soviet missile force, sparking an American build-up. Eisenhower was caught lying about U-2 spy flights in 1960, which scuttled an upcoming summit with Krushchev. Leaders are more likely to mislead their own publics than other states, sometimes with damaging consequences. Though the reasons may be noble--Franklin Roosevelt, for example, lied to the American people about German U-boats attacking the destroyer USS Greer in 1940, to build a case for war against Hitler-they can easily lead to disaster, as with the Bush administration's falsehoods about Iraq's weapons of mass destruction.

There has never been a sharp analysis of international lying. Now a leading expert provides a richly informed and powerfully argued work that will change our understanding of why leaders lie.

This book examines the dynamics of the American party system and explores how contemporary American politics was formed. Specifically, it asks how the Democrats could become sufficiently competitive in the American North as to be able to construct a national political majority. It rejects the conventional account, based on 'realignment theory', that between the end of Reconstruction and the Civil Rights Revolution, the base level of support for the Democratic party varied greatly from one era to another. Instead, by distinguishing between the 'building blocks' available to the Democrats in coalition formation and the aggregation of those 'blocks' into an actual coalition, the author shows that there was much less variation over time in the available 'blocks' than is usually argued. Neither the economic depression of 1893 nor the New Deal had the impact on the party system that most political scientists claim.

This is the first in-depth study to address the financing of the American-Mexican War of 1846-48. Floating the Mexican War loans was the greatest single endeavour of the American financial community during the 1840s. Under President Polk, the Treasury issued three loans totalling $49 000 000. Investment bankers enthusiastically marketed these treasury notes and bonds directly to the international investing public. Cummings argues that the successful financing of the American-Mexican War had a long-term beneficial effect on American financial institutions and markets. At home, the stability of the Independent Treasury was assured, and abroad, America's international credit standing was restored. Most importantly, the dealing of government issue by investment bankers was a decisive step towards modern public finance.

With the receipt in late 1778 of over 25,000 uniforms imported from France, much of the Continental army was uniformly clothed in blue or brown coats faced with red. He uses the Mises/Rothbard theory of money to reinterpret historical episodes, reevaluate the history of thought, closely examine the Federal Reserve policy, seek out cause and effect in business cycles, pre a new understanding of war and social unrest, and clarify the relationship between the state and the central bank.
But it is not just about the past. He presents a great model for the future too with essays on how to tell real from fake gold standards, how to calculate the money supply and follow what the Fed is up to, and how to reform the international monetary system to keep money from the destructive hands of the state.

Salerno s yardstick concerns the soundness of money. He is speaking of a subject too rarely raised: the quality of the money itself. Money originated as a commodity out of market exchange. The further the government and central bank drive money from its original soundness, toward a paper money and finally toward digits that government can manufacture out of nothing, the less sound the money becomes, and the more instability, inflation, false signalling, and economic chaos that results.
As he makes clear, money is either absolutely sound (meaning, part of the market order) or it is headed on that slide toward destruction. In the final commentary section, Salerno directly addresses modern monetary madness and speculates on the future.

"The Pawnee Mythology", originally published in 1906, preserves 148 tales of the Pawnee Indians, who farmed and hunted and lived in earth-covered lodges along the Platte River in Nebraska. The stories, collected from surviving members of four bands-Skidi, Pitahauirat, Kitkehahki, and Chaui-were generally told during intermissions of sacred ceremonies. Many were accompanied by music. George A. Dorsey recorded these Pawnee myths early in the twentieth century after the tribe's traumatic removal from their ancestral homeland to Oklahoma. He included stories of instruction concerning supernatural beings, the importance of revering such gifts as the buffalo and corn, and the results of violating nature. Hero tales, forming another group, usually centered on a poor boy, who overcame all odds to benefit the tribe. Other tales invited good fortune, recognized wonderful beings like the witch women and spider women, and explained the origin of medicine powers. Coyote tales were meant to amuse while teaching ethics.
