Alan S. Gerber, Eric M. Patashnik - Promoting the General Welfare; New Perspectives on Government Pe rformance (2006).jpg

01 - USA1 - Alan S. Gerber, Eric M. Patashnik - Promoting the Gene...elfare New Perspectives on Government Performance 2006.jpg

The U.S. Constitution calls on the federal government to "promote the general welfare." Promoting the General Welfare illustrates how and when American government fails to do so and all too frequently misses opportunities to promote the common good. But this innovative book also carries a more hopeful message. By identifying possible solutions to the problems created by weak incentives, poor information, and inadequate institutional capacity, it offers real solutions to improve government performance.
Divided into three parts, the book first analyzes government performance in the areas of health, transportation, housing, and education and suggests why suboptimal policies often prevail. Next, it examines two novel and sometimes controversial tools available to improve policy design: information markets and laboratory experiments. Last, a series of chapters discusses how three key institutions--Congress, the party system, and federalism--affect government's ability to solve important social dilemmas. They also raise the disturbing possibility that recent political developments have made it more difficult to address and work out remedies.

01 - USA1 - Richard H. Cooper, Juliette Voinov Kohler - Responsibi...ct The Global Moral Compact for the 21st Century 2008.jpg

In 2005, the international community unanimously endorsed a revolutionary norm that has the potential to end genocide and other atrocity crimes in our time. Despite its endorsement at the highest political level and the general feeling of the American public that “something needs to be done” to prevent and stop atrocity crimes, the Responsibility to Protect (R2P) is very much absent from public thinking and the political agenda in the United States. Written by a stellar cast of authors, this book informs the public and leadership about R2P and its potential. It will also influence the academic, community and political debates by providing crucial insights on how to move R2P from rhetoric to action.

Rodney P. Carlisle - Civil War and Reconstruction (2007).jpg

The Civil War is considered the most devastating war in the history of the United States in terms of the number of Americans killed and wounded. In addition to the tremendous loss of life, a young nation and its residents were left to rebuild and reconsider the problems that led them to war in the first place. Through the period of Reconstruction that followed the Civil War, the United States emerged from a loose and fragile confederation of sovereign states to a single nation with greatly enhanced federal powers. The Civil War was a central turning point in the history of our country, as it helped bring the institution of slavery to an end and set the stage for the battle for civil rights."Civil War and Reconstruction", a brand-new volume in Facts On File's acclaimed "Eyewitness History" series, focuses on the American experience of the Civil War, with hundreds of firsthand accounts of this period - from diary entries and letters to speeches and newspaper articles - illustrating how historical events appeared to those who lived through them. Among the eyewitness testimonies included are those of such prominent individuals as Abraham Lincoln, Frederick Douglass, and Clara Barton, as well as numerous men and women on both sides of the conflict who left records of their experiences during this time. Each chapter contains a narrative section and a chronology of events. Appendixes provide concise biographies of 50 influential individuals such as John Brown, Harriet Tubman, and Jefferson Davis; primary documents - either full text or excerpts - including the Fugitive Slave Act, the Emancipation Proclamation, the Gettysburg Address, and the Thirteenth, Fourteenth, and Fifteenth Constitutional Amendments; maps; notes; a thorough bibliography; and an index. More than 110 black-and-white images enhance the text, portraying military battles, political and military leaders, important locations, and scenes from everyday life.

Dickson D. Bruce - The Origins of African American Literature; 1680-1865 (2001).jpg

From the earliest texts of the colonial period to works contemporary with Emancipation, African American literature has been a dialogue across color lines and a medium through which black writers have been able to exert considerable authority on both sides of that racial demarcation. Dickson D. Bruce argues that contrary to prevailing perceptions of African American voices as silenced and excluded from American history, those voices were loud and clear. Within the context of the wider culture, these writers offered powerful, widely read, and widely appreciated commentaries on American ideals and ambitions. The Origins of African American Literature provides strong evidence to demonstrate just how much writers engaged in a surprising number of dialogues with society as a whole. Along with an extensive discussion of major authors and texts, including Phillis Wheatley's poetry, Frederick Douglass's Narrative, Harriet Jacobs's Incidents in the Life of a Slave Girl, and Martin Delany's Blake, Bruce explores less prominent works and writers as well, thereby grounding African American writing in its changing historical settings. The Origins of African American Literature is an invaluable revelation of the emergence and sources of the specifically African American literary tradition and the forces that helped shape it.

Fionnghuala Sweeney - Frederick Douglass and the A tlantic World (2007).jpg

The events of Frederick Douglass’s early life are well known due to his famous autobiography, yet his extraordinary story continued for another fifty years beyond the struggles recounted in the Narrative of the Life of Frederick Douglass, an American Slave. One of the unexamined aspects of this life is Douglass’s travels throughout the Atlantic world. Lengthy excursions to other countries including Egypt, Haiti, and particularly Ireland, had a profound effect on Douglass’s writing as well as his understanding of how identity is constructed along national, class, and racial lines.
Fionnghuala Sweeney reveals that when abroad Douglass experienced entirely new responses to his status as a black man, a champion of the oppressed, and, most tellingly, as an American. In addition, Sweeney examines how his presence in these countries had a lasting effect on the people who attended his speeches. Frederick Douglass and the Atlantic World offers a surprisingly fresh approach to a familiar figure and will appeal to scholars working in the fields of history, literature, and cultural studies—or anyone engaged with the implications of the United States as empire.

Frederick Douglass, Brent Hayes Edwards - My Bonda ge and My Freedom (2005).jpg

Born a slave, Frederick Douglas educated himself, escaped, and became one of the greatest social leaders in American history. Although usually identified with the monumental Narrative of the Life of Frederick Douglass, An American Slave, Douglass produced two additional autobiographies, the second of which he called My Bondage and My Freedom.

A richer, deeper, and far more ambiguous work than the earlier Narrative, My Bondage and My Freedom reveals Douglass’s increased intellectual sophistication and maturity. In the decade that had elapsed since Douglass wrote Narrative, he had broken away from his antislavery mentors, successfully toured England, and established himself as an inspired speaker and writer. With the publication of My Bondage and My Freedom in 1855, Douglass became the country’s foremost spokesman for American blacks—free and enslaved—during the tense and politically charged years preceding the Civil War.

One of the highlights of My Bondage and My Freedom is the appendix, which contains excerpts from several of Douglass’s speeches, including perhaps his most famous, “What to the Slave Is the Fourth of July?”

William G. Brownlow - Fighting Parson of the South ern Highlands (1999).jpg

William G. ("Parson") Brownlow is not among the most well-known of Civil War era characters, but he is certainly among the most interesting and controversial. He was a rural, Tennessee, Methodist, circuit-riding preacher who was best known as a newspaper editor-publisher and politician. Brownlow and Andrew Johnson were bitter enemies. He and Johnson were too much alike to be friends. This book is well worth reading.

Stephen Plog - Stylistic Variation in Prehistoric Ceramics; Design Analysis in the American Southwes t (1980).jpg

01 - USA1 - Stephen Plog - Stylistic Variation in Prehistoric Cera...eramics Design Analysis in the American Southwest 1980.jpg

Using data drawn primarily from the American Southwest, Stephen Plog shows that there are basic problems with the methods archaeologists traditionally use to classify and analyse prehistoric pottery. Archaeologists have studied the painted designs and other stylistic (that is, non-functional) characteristics on different types of prehistoric artifacts in order to infer information about prehistoric social organization and cultural change. Such studies usually argue that the degree of similarity between the designs found on ceramic vessels at different prehistoric sites were occupied or from the amount of interaction between the people who occupied them. In Stylistic Variation in Prehistoric Ceramics, the author proposes that many factors, rather than just two, cause design or stylistic variation on artifacts. He demonstrates flaws in the logic and method of previous studies and suggests that the ways in which designs have been classified and understood are often inappropriate. Employing archaeological information from the Chevelon Canyon area of east-central Arizona, he constructs his own proposal for a new analytic framework. Professor Plog's study provides a major contribution to archaeological method and theory and should be of interest to a broad range of archaeologists.

Ted Morgan - Valley of Death; The Tragedy at Dien Bien Phu That Led America into the Vietnam War (20 10).jpg

Pulitzer-winning journalist Morgan (Reds) synergizes a comprehensive spectrum of overlooked sources in this magisterial analysis of the 1954 French defeat at Dien Bien Phu and its consequences. The battle ended French colonial rule in Indochina and set the stage for American involvement in Vietnam, as unwanted initially as it was tragic in the end. The French, in November 1953, decided to establish a base in the remote valley of Dien Bien Phu. They were convinced the garrison could be supplied and supported by air, and Vietminh reaction thwarted by the roadless mountains and impenetrable jungles. Both assumptions were mistaken. Morgan, himself a veteran of the French army, eloquently describes the envelopment, the strangling, and the crushing of the French garrison by a people's army of Vietnamese peasants in the face of no less determined defenders. Reframing the battle, often viewed as a French folly, Morgan calls Dien Bien Phu one of the great epics of military endurance by both sides. His book is a fitting tribute to the men who wrote that epic.

Gilberto N. Villahermosa - Honor and Fidelity; The 65th Infantry in Korea, 1950-1953 (2009).jpg

Originally formed at the turn of the nineteenth century to protect America’s strategic interests in the Caribbean, the 65th Infantry was composed of locally recruited Puerto Rican soldiers led primarily by non-Hispanic “continental” officers. Although in existence for almost fifty years, the 65th had not experienced intense combat until it was committed to the Korean peninsula in the initial months of the war. There, despite its lack of previous wartime service, the regiment did extremely well from September 1950 to August 1951, establishing a solid reputation as a dependable infantry unit and a mainstay of the heavily embattled 3d Infantry Division. After that period, however, its performance began to suffer as experienced cadre rotated out of the regiment and were replaced by new leaders and soldiers who lacked the skills and special cohesive bonds displayed by their predecessors. The net result was a highly publicized series of incidents and disciplinary actions that have never been adequately explained or understood. This study reviews the performance of the 65th Infantry throughout the war, providing insights not only into the regiment’s unique problems but also into the status of the U.S. Army’s combat forces during one of the most trying periods in its history. Its findings underscore the critical impact of personnel-rotation policies, ethnic and organizational prejudices, and the work of small-unit leaders on combat readiness and battlefield success. They also illustrate the critical role of senior leaders in analyzing problems in these areas in a timely fashion and instituting effective reforms. For the 65th, a catastrophic shortage of trained NCOs, unaddressed language problems, and inept command leadership temporarily undermined its combat effectiveness. Making matters worse, senior commanders reacted in a heavy-handed manner with little analysis of what was really going on. In the end, it was the martial traditions of the 65th’s Hispanic soldiers and a host of new leaders willing to address its special problems that pulled the unit through. The regiment’s colors remained in Korea until November 1954, when the unit returned to Puerto Rico. Today, the 1st Battalion of the 65th Infantry remains as part of the Puerto Rican National Guard, a testimony to a unique combat unit that served the United States Army well for over one hundred years. Yet, what has sometimes been called the Forgotten War is still rich in lessons that the Army of today can ill afford to forget if it is to succeed on the battlefields of tomorrow.

01 - USA1 - Dale Andrade - Surging south of Baghdad the 3d Infantr... Division and Task Force Marne in Iraq, 20072008 2010.jpg

Global War on Terrorism Series. From the foreword: "By late 2006, 3½ years after the dramatic capture of Baghdad by U.S. and coalition forces, the war in Iraq was going badly. Sectarian tensions had erupted into violence and American public support for the war was at an all-time low. For better or worse, the George W. Bush administration decided to gamble on a troop increase, sending thirty thousand additional U.S. troops to Iraq in order to stop the bloodshed and bring stability to Baghdad and the surrounding area. By June 2007, they were all in place, and the so-called surge began. "Surging South of Baghdad" covers this crucial period in the Iraq war from the perspective of a single division operating in the region south of the Iraqi capital. Before the surge, this slice of territory between the Tigris and Euphrates Rivers had become an insurgent safe haven where the enemy cached weapons and built bombs that fueled sectarian violence in Baghdad. Placing the 3d Infantry Division there bolstered a flagging coalition presence in the area and began the process of stabilization and rebuilding. This account offers a snapshot of the surge, its successes and shortcomings, and shows how the Army coped with the changing demands of the modern combat environment."

Michael Anthony - Mass Casualties; A Young Medic's True Story of Death, Deception, and Dishonor in I raq (2009).jpeg

When SPC Anthony joined the Army at 18, he went in with high hopes and sterling ideals; coming from a family with a proud military background, Anthony expected to meet mentors, heroes and lifelong friends while earning money for college and becoming a man. What he discovered was a disenchanting web of mundane corruption and self-serving lies. Unlike accounts exposing the military's most shameful iniquities, Anthony's memoir focuses on an endless parade of petty offenses-the cowardice, drug addiction, thievery, adultery and rampant hypocrisy-he found while working in a base hospital. Relentlessly honest and reflective, Anthony's record communicates perfectly the stranglehold of sadness, fear and disappointment that came with his lost innocence; just as worse is his eventual acceptance of the pointless, dysfunctional bureaucracy maintaining the status quo. Avoiding the intensity of the battlefield and the OR itself, Anthony's frustrations resonate with the feelings of any young man learning about the nature of authority and his helplessness before it. Readers curious about the human side of the ongoing Iraqi conflict will be struck by Anthony's strong voice, direct storytelling and stark honesty.

Gary Hansen - Wet Desert; Tracking Down a Terroris t on the Colorado River (2007).jpg

Grant Stevens, a mid-level manager for the Bureau of Reclamation, only wanted to build dams. He never imagined he would be swept into a desperate race against an environmental terrorist bent on restoring the Colorado River by blowing up the dams. Left temporarily in charge of the Bureau, Grant must react when the first dam is attacked. He faces the unthinkable task of mitigating the massive flood roaring down the Colorado. The flood will eventually threaten the mighty Hoover Dam, and if Hoover fails, the other dams downstream will fall like dominos. Working with the FBI, Grant uses his engineering skills, river knowledge, and plenty of gut instinct in an attempt to outmaneuver the terrorist. The chase will lead all the way downstream to the Gulf of California in a cat and mouse game where the stakes are high and the potential for destruction is enormous.

In his book, Germany: Unraveling an Enigma, Greg Nees seeks to highlight the background and customs of this fascinating group of people. As it turns out, Germans spend a great amount of time discussing their puzzling heritage and culture; in fact, discussing and debating almost anything is one of their favorite pastimes, and with Germany, Americans can begin to understand and unravel German culture as well.

Josh Lieb - I Am a Genius of Unspeakable Evil and I Want to Be Your Class President (2009).jpg

Grade 7–9—Lieb's first novel is a comedy/sci-fi fantasy about Oliver Watson, an overweight 12-year-old from Omaha, NE, who fools his family and classmates into thinking that he is slow-witted when in fact he is the world's third-richest person. He overthrows foreign dictators, owns corporations, is a successful inventor and investor, and is on the way to attaining his goal of world domination. This evil supergenius, who makes Artemis Fowl look ready for sainthood, has the appeal of a cartoon villain. His father and arch nemesis is too involved in running a local PBS affiliate and too uninvolved in his son. What Oliver really wants is his dad's approval and attention. He decides that the way to get this is to win the election for president of the eighth-grade class at Gale Sayers Middle School. Lieb perfectly captures the wise-guy sarcasm and trash mouth of a seventh-grade evil genius. Readers will love the sci-fi/fantasy touches, from Oliver's elaborate underground lair to the transmitter implanted in his jaw and his installing root beer and chocolate milk at the school's water fountain (of course, only he knows how to make it work). The format—short blurbs of text interspersed with humorous black-and-white photos—will appeal to reluctant readers. Although the book has as little subtlety as its title, certainly the theme of a boy wanting his father's love is a universal one. This is a book kids will be talking about.
