This new three-volume encyclopedia summarizes the current state of knowledge in the communication and information science fields, which are changing rapidly. The 280 signed articles in the set, edited by Schement (communication and information policy, Pennsylvania State Univ.), were written primarily by U.S. academics, along with a few contributions from industry and international sources. Entries cover eight general topics: careers in the communication and information fields, information science, information technologies, literacy, institutional studies, interpersonal communication, library science, and media effects. Students will find that the articles provide a good overview of each topic and that most have a bibliography. Many favorite student topics, such as subliminal advertising, media effects on body image, and minorities in the media, are included. Probably no region's economists have had greater public visibility or greater impact on regional and national public policy than Latin America's and no region has been more directly affected by the spread of US economics. Economists in the Americas joins a small but important comparative literature on economics as a profession and is the first comparative treatment of professional economists in the United States and Latin America.

A multidisciplinary group of scholars discusses the last sixty years of shifting trends in economics in seven countries in the Western Hemisphere - Argentina, Brazil, Chile, Colombia, Mexico, Uruguay and the United States. Gates dispenses his lessons respectably. For the most part, he places Lincoln correctly in these different groups and along these different measures, even though it requires conceding that Lincoln fell far short of our own conceptions of justice and humanity. Amid the current bicentennial emoting, it is refreshing to read an evaluation of Lincoln that refuses, as Gates writes, to 'romanticize him as the first American president completely to transcend race and racism.'

Banking crises threaten the stability and growth of economies around the world. In response, politicians restore banks to solvency by redistributing losses from bank shareholders and depositors to taxpayers, and the burden the citizenry must bear varies from case to case. Whereas some governments stay close to the prescriptions espoused by Sir Walter Bagehot in the nineteenth century that limit the costs shouldered by taxpayers, others engage in generous bank bailouts at great cost to society. What factors determine a government's response?

In this comparative analysis of late-twentieth-century banking crises, Guillermo Rosas identifies political regime type as the determining factor. During a crisis, powerful financial players demand protection of their assets. Rosas maintains that in authoritarian regimes, government officials have little to shield them from such demands and little incentive for rebuffing them, while in democratic regimes, elected officials must weigh these demands against the interests of the voters---that is, the taxpayers. As a result, compared with authoritarian regimes, democratic regimes show a lower propensity toward dramatic, costly bailouts.

Guillermo Rosas is Assistant Professor in the Department of Political Science and Fellow at the Center in Political Economy at Washington University in St. Louis.

What did Protestants in America think about capitalism when capitalism was first something to be thought about? The Bible told antebellum Christians that they could not serve both God and mammon, but in the midst of the market revolution most of them simultaneously held on to their faith while working furiously to make a place for themselves in a changing economic landscape. In Friends of the Unrighteous Mammom, Stewart Davenport explores this paradoxical partnership of transcendent religious values and earthly, pragmatic objectives, ultimately concluding that religious and ethical commitments, rather than political or social forces, shaped responses to market capitalism in the northern states in the antebellum period.
Drawing on diverse primary sources, Davenport identifies three distinct Christian responses to market capitalism: assurance from clerical economists who believed in the righteousness of economic development; opposition from contrarians who resisted the changes around them; and adaptation by the pastoral moralists who modified their faith to meet the ethical challenges of the changing economy. This book addresses an important but little-noticed phenomenon in the revolutionary world of military technology. Across a wide range of otherwise-unrelated weapons programs, the Pentagon is now pursuing arms that are deliberately crafted to be less powerful, less deadly, and less destructive than the systems they are designed to supplement or replace. This direction is historically anomalous; military forces generally pursue ever-bigger bangs, but the modern conditions of counter-insurgency warfare and military operations "other than war" (such as peacekeeping and humanitarian assistance) demand a military capable of modulated force. A unique and definitive study of freedom of expression rights in electronic media from the 1920s through the mid-1930s, Louise M. Benjamin's Freedom of the Air and the Public Interest: First Amendment Rights in Broadcasting to 1935 examines the evolution of free speech rights in early radio.
Drawing on primary resources from sixteen archives plus contemporary secondary sources, Benjamin analyzes interactions among the players involved and argues that First Amendment rights in radio evolved in the 1920s and 1930s through the interaction of many entities having social, political, or economic interests in radio. She shows how free speech and First Amendment rights were defined and perceived up to 1935.
Focusing on the evolution of various electronic media rights, Benjamin looks at censorship, speakers' rights of access to the medium, broadcasters' rights to use radio as they desired, and listeners' rights to receive information via the airwaves. With many interested parties involved, conflict was inevitable, resulting in the establishment of industry policies and government legislation-particularly the Radio Act of 1927.
