Prophecy is the fundamental idiom of American politics—a biblical rhetoric about redeeming the crimes, suffering, and promise of a special people. Yet American prophecy and its great practitioners—from Frederick Douglass and Henry Thoreau to Martin Luther King, James Baldwin, and Toni Morrison—are rarely addressed, let alone analyzed, by political theorists. This paradox is at the heart of American Prophecy, a work in which George Shulman unpacks and critiques the political meaning of American prophetic rhetoric.

In the face of religious fundamentalisms that associate prophecy and redemption with dogmatism and domination, American Prophecy finds connections between prophetic language and democratic politics, particularly racial politics. Exploring how American critics of white supremacy have repeatedly reworked biblical prophecy, Shulman demonstrates how these writers and thinkers have transformed prophecy into a political language and given redemption a political meaning.

To examine how antiracism is linked to prophecy as a vernacular idiom is to rethink political theology, recast democratic theory, and reassess the bearing of religion on American political culture. Still, prophetic language is not always liberatory, and American Prophecy maintains a critical dispassion about a rhetoric that is both prevalent and problematic.

Excerpt: Steal This Book is, in a way, a manual of survival in the prison that is Amerika. It preaches jailbreak. It shows you where exactly how to place the dynamite that will destroy the walls. The first section--SURVIVE!--lays out a potential action program for our new Nation. The chapter headings spell out the demands for a free society. A community where the technology produces goods and services for whoever needs them, come who may. It calls on the Robin Hoods of Santa Barbara Forest to steal from the robber barons who own the castles of capitalism. It implies that the reader already is ideologically set, in that he understands corporate feudalism as the only robbery worthy of being called crime, for it is committed against the people as a whole. Whether the ways it describes to rip-off shit are legal or illegal is irrelevant. The dictionary of law is written by the bosses of order. Our moral dictionary says no heisting from each other. To steal from a brother or sister is evil. To not steal from the institutions that are the pillars of the Pig Empire is equally immoral.

For Harvard Law professor Tushnet, the long-lived culture war over the Second Amendment is less about the Constitution than "how we understand ourselves as Americans." That said, the lion's share of the book is dedicated to a penetrating textual analysis of the Second Amendment, "the right to bear arms," one of the most vociferously and inconclusively argued aspects of the U.S. Constitution. Both sides are unyielding on their respective viewpoints: gun rights advocates rely on "originalist" Constitutional interpretation, invoking the founders' original intention to provide a means of defense against government oppression; gun control supporters argue from a collective rights perspective, looking at gun ownership like automobile ownership, a privilege for lawmakers to grant, regulate and revoke as needed. Tushnet demonstrates how little water both narratives hold, and notes that even accepting "the best versions" of gun-rights proponents' arguments, the Constitution still allows for "substantial amounts of gun control." On the other hand, Tushnet wearily concludes that gun control measures have had only marginal effect on gun violence. A number of solutions are proposed, such as providing education and jobs to at-risk youth, but Tushnet's greater contribution could be to help end the unproductive semantic debates that have kept the issue hot but its resolution out of reach.

Where were you when the lights went out? At home during a thunderstorm? Preparing for an air attack during World War II? During the Great Northeastern Blackout of 1965? In New York City during a similar but more frightening blackout in 1977? In California when rolling blackouts hit in 2000? In 2003, when a cascading power failure left fifty million people without electricity? We often remember vividly our time in the dark. In When the Lights Went Out, David Nye views power outages in America from 1935 to the present not simply as technical failures but variously as military tactic, social disruption, crisis in the networked city, outcome of political and economic decisions, sudden encounter with sublimity, and memories enshrined in photographs. Our electrically lit-up life is so natural to us that when the lights go off, the darkness seems abnormal.

Nye looks at America's development of its electrical grid, which made large-scale power failures possible; military blackouts before and during World War II ("The silence was the big surprise of the blackout, the darkness discounted," wrote Harold Ross in The New Yorker in 1942); New York City's contrasting 1965 and 1977 blackout experiences (the first characterized by cooperation, the second by looting and disorder); the growth in consumer demand that led to rolling blackouts made worse by energy traders' market manipulations; blackouts caused by terrorist attacks and sabotage; and, finally, the "greenout" (exemplified by the new tradition of "Earth Hour"), a voluntary reduction organized by environmental organizations.

Blackouts, writes Nye, are breaks in the flow of social time that reveal much about the trajectory of American history. Each time one occurs, Americans confront their essential condition—not as isolated individuals, but as a community that increasingly binds itself together with electrical wires and signals.

In 2007 two former U.S. secretaries of state, a defense secretary, and a former senator wrote persuasively in the Wall Street Journal that the time had come to move seriously toward a nuclear-free world. Almost two years later, the Global Zero movement was born with its chief aim to rid the world of such weapons once and for all by 2030.

But is it realistic or even wise to envision a world without nuclear weapons? More and more people seem to think so. Barack Obama has declared America s commitment to seek the peace and security of a world without nuclear weapons. But that is easier said than done. Michael O Hanlon places his own indelible stamp on this critical issue, putting forth a friendly skeptic s case for nuclear disarmament.

Calls to ban the bomb are as old as the bomb itself, but the pace and organization of nonproliferation campaigns have picked up greatly recently. The growing Global Zero movement, for example, wants treaty negotiations to begin in 2019. Would this be prudent or even feasible in a world that remains dangerous, divided, and unpredictable? After all, America s nuclear arsenal has been its military trump card for much of the period since World War II. Pursuing a nuclear weapons ban prematurely or carelessly could alarm allies, leading them to consider building their own weapons—the opposite of the intended effect.

O Hanlon clearly presents the dangers of nuclear weapons and the advantages of disarmament as a goal. But even once an accord is in place, he notes, temporary suspension of restrictions may be necessary in response to urgent threats such as nuclear cheating or discovery of an advanced biological weapons program. To take all nuclear options off the table forever strengthens the hand of those that either do not make that pledge or do not honor it. For the near term, traditional approaches to arms control, including dismantling existing bomb inventories, can pave the way to make a true nonproliferation regime possible in the decades ahead.

About the Author
Kristin Kimball is a farmer and a writer living in northern New York. A graduate of Harvard University, she and her husband Mark have run Essex Farm since 2003, where they live with their two daughters.
