From the outset, the war in Iraq was directed from Washington and executed by troops on the ground. Between Washington and the battlefields was the Green Zone, a four-square-mile enclave that hosted the American Embassy annex, the Iraqi Reconstruction Management Office, the planning, policy, strategy, and communications sections of Headquarters, Multi-national Force-Iraq, and the Independent Electoral Commission of Iraq. Hope Is Not a Plan takes the reader inside the Green Zone courtesy of participant-observers brought to Iraq to diagnose the insurgency and develop a get-well plan. Focusing on the critical months of late 2004 and early 2005 --when a new sovereign government in Iraq tried to build legitimacy, and the coalition force tried to find the best way to help it do so--it looks at a slice of the war not previously examined. This is not the Beltway story, nor the grunt and jarhead story. Rather, the book looks at the process of taking political and military goals and turning them into action. In telling that story, Hope Is Not a Plan helps explain how Iraq got to where it is today. Organized by topic rather than on a strict chronological basis, it is practical, not theoretical, examining doctrines and lessons learned, not abstractions of the ivory tower. The book describes what happened in the Green Zone during this period and compares that reality with what history, experience, and doctrine suggests should have happened. Finally, it reflects on what can be learned from the experience. Rich in detail, the book is written to be accessible to anyone interested in first-hand information about the workings of a coalition staff during wartime--or to anyone who wants to understand how things in Iraq went so very wrong.

Tony Smith - A Pact with the Devil - Washington's Bid for World Supremacy and the Betrayal of the Am erican Promise (2007).jpg

O USA - Tony Smith - A Pact with the Devil - Washingtons Bid for...Supremacy and the Betrayal of the American Promise 2007.jpg

Despite the overwhelming opposition on the left to the war in Iraq, many prominent liberals supported the war on humanitarian grounds. They argued that the war would rid the world of a brutal dictator and liberate the Iraqi people from totalitarian oppression, paving the way for a democratic transformation of the country.

In A Pact with the Devil Tony Smith deftly traces this undeniable drift in mainstream liberal thinking toward a more militant posture in world affairs with respect to human rights and democracy promotion. Beginning with the Wilsonian quest to make the world safe for democracy right up to the present day liberal support for regime change, Smith isolates leading strands of liberal internationalist thinking in order to see how the liberal hawks constructed them into a case for American and liberal imperialism in the Middle East. The result is a reflection on an important aspect of the intellectual history of American foreign policy; establishing howa sophisticated group of thinkers came to fashion their recommendations to Washington and working to see what role liberalism may still play in deliberations in the country on its role in world events now that the failure of these ambitions in Iraq seems clear.

William R. Clark - Petrodollar Warfare - Oil, Iraq and the Future of the Dollar (2005).jpg

The invasion of Iraq may well be remembered as the first oil currency war. Far from being a response to 9/11 terrorism or Iraq's alleged weapons of mass destruction, Petrodollar Warfare argues that the invasion was precipitated by two converging phenomena: the imminent peak in global oil production and the ascendance of the euro currency.

Energy analysts agree that world oil supplies are about to peak, after which there will be a steady decline in supplies of oil. Iraq, possessing the world's second-largest oil reserves, was therefore already a target of US geostrategic interests. Together with the fact that Iraq had switched to paying for oil in euros-rather than US dollars-the Bush administration's unreported aim was to prevent further OPEC momentum in favor of the euro as an alternative oil transaction currency standard.

Meticulously researched, Petrodollar Warfare examines US dollar hegemony and the unsustainable macroeconomics of petrodollar recycling,' pointing out that the issues underlying the Iraq war also apply to geostrategic tensions between the United States and other countries, including the member states of the European Union, Iran, Venezuela and Russia. The author warns that without changing course, the American experiment will end the way all empires end-with military overextension and subsequent economic decline. He recommends the multilateral pursuit of both energy and monetary reforms within a UN framework to create a more balanced global energy and monetary system-thereby reducing the possibility of future oil and oil currency-related warfare.

A sober call for an end to aggressive US unilateralism, Petrodollar Warfare is a unique contribution to the debate about the future global political economy.

William R. Clark is manager of performance improvement at Johns Hopkins University School of Medicine. His research on oil depletion, oil currency issues and US geostrategy received a 2003 Project Censored Award and was published in Censored 2004. He lives in Columbia, Maryland.

O USA - Amy Goodman - The Exception to the Rulers - Exposing Oil...ians, War Profiteers, and the Media that Love Them 2004.jpg

Journalist and radio host Goodman brings her hard-hitting, no-holds-barred brand of reporting to an array of human rights, government accountability and media responsibility issues, and the result is bracing and timely. Goodman isn't about to let anyone slide by with easy explanations, not even then President Clinton when he called in on her daily Pacifica news show. And she is fierce and tireless in her commitment to dig behind official versions of the facts to get to very different stories. Her analysis of Iraq War contracts won by certain key Bush campaign donors will open many eyes, not only with its neat comparison of donation amount with contract value but also with its bold presentation of "Crony Connections." A gadfly's life in these turbulent times is neither restful nor boring, and Goodman's perspective on events like genocidal massacres in East Timor and mainstream coverage of the Jessica Lynch rescue is both important and alarming. Instances in which newspapers like the New York Times and the Washington Post have published stories based on leaked reports from unnamed government sources only to have to retract the stories later as being unfounded allow Goodman to argue that sophisticated news management techniques of spin, disinformation and controlled access to sources are undermining the reliability of media reporting. How, she asks, could journalists "embedded" with U.S. troops in Iraq be objective reporters of all that was occurring there, and whose interests were being served? These and other provocative questions power Goodman's stirring call for a democratic media serving a democratic society.

David Dadge - The War in Iraq and Why the Media Fa iled Us (2006).jpg

Polls show that a sizeable portion of the American population believes troops found WMD in Iraq and that Saddam Hussein was somehow responsible for the attacks of September 11. Even after the 9/11 Commission Report and numerous other reports concluded that our intelligence was flawed, people in the freest nation on earth continue to be misinformed about something that could not be more vital to understand-the reasons for sending troops into harm's way. This insightful analysis argues that the media should have done a better job of performing its traditional role of skeptic and watchdog, and it examines what went wrong. There are, of course, many people whose support for going to war in Iraq was not contingent on the existence of WMD or a connection to al-Qaeda. But many others based their support for the war on misinformation. Dadge explores why the media did not aggressively investigate the claims made by the administration and intelligence agencies; in short, why they did not do their job: to fully inform the citizenry to the best of their ability. He examines pressures from the Bush administration, pressures from corporate consolidation of media ownership, patriotism and self-censorship, and other factors. He concludes with recommendations for ways in which the media can improve their reporting on government.

Jeremy Scahill - Blackwater - The Rise of the Worl d's Most Powerful Mercenary Army (2007).jpg

Meet Blackwater USA, the powerful private army that the U.S. government has quietly hired to operate in international war zones and on American soil. With its own military base, a fleet of twenty aircraft, and twenty-thousand troops at the ready, Blackwater is the elite Praetorian Guard for the "global war on terror"-- yet most people have never heard of it. It was the moment the war turned: On March 31, 2004, four Americans were ambushed and burned near their jeeps by an angry mob in the Sunni stronghold of Falluja. Their charred corpses were hung from a bridge over the Euphrates River. The ensuing slaughter by U.S. troops would fuel the fierce Iraqi resistance that haunts occupation forces to this day. But these men were neither American military nor civilians. They were highly trained private soldiers sent to Iraq by a secretive mercenary company based in the wilderness of North Carolina. Blackwater: The Rise of the World's Most Powerful Mercenary Army is the unauthorized story of the epic rise of one of the most powerful and secretive forces to emerge from the U.S. military-industrial complex, hailed by the Bush administration as a revolution in military affairs, but considered by others as a dire threat to American democracy.

Sarah Percy - Mercenaries, The History of a Norm i n International Relations (2007).jpeg

The main aim of this book is to argue that the use of private force by states has been restricted by a norm against mercenary use. The book traces the evolution of this norm, from mercenaries in medieval Europe through to private security companies in modern day Iraq, telling a story about how the mercenaries of yesterday have evolved into those of today in the process.
The norm against mercenaries has two components. First, mercenaries are considered to be immoral because they use force outside legitimate, authoritative control. Second, mercenaries are considered to be morally problematic because they fight wars for selfish, financial reasons as opposed to fighting for some kind of larger conception of the common good.
The book examines four puzzles about mercenary use, and argues that they can only be explained by understanding the norm against mercenaries. First, the book argues that moral disapproval of mercenaries led to the disappearance of independent mercenaries from medieval Europe. Second, the transition from armies composed of mercenaries to citizen armies in the nineteenth century can only be understood with attention to the norm against mercenaries. Third, it is impossible to understand why international law regarding mercenaries, created in the 1970s and 1980s, is so ineffective without understanding the norm. Finally, the disappearance of companies like Executive Outcomes and Sandline and the development of today's private security industry cannot be understood without the norm.
This book is a project of the Oxford Leverhulme Programme on the Changing Character of War.

Steve Fainaru - Big Boy Rules, America's Mercenari es Fighting in Iraq (2008).jpeg

There are tens of thousands of them in Iraq. They work for companies with exotic and ominous-sounding names, like Crescent Security Group, Triple Canopy, and Blackwater Worldwide. They travel in convoys of multicolored pickups fortified with makeshift armor, belt-fed machine guns, frag grenades, and even shoulder-fired missiles. They protect everything from the U.S. ambassador and American generals to shipments of Frappuccino bound for Baghdad’s Green Zone. They kill Iraqis, and Iraqis kill them.
And the only law they recognize is Big Boy Rules.
From a Pulitzer Prize–winning reporter comes a harrowing journey into Iraq’s parallel war. Part MadMax, part Fight Club, it is a world filled with “private security contractors”—the U.S. government’s sanitized name for tens of thousands of modern mercenaries, or mercs, who roam Iraq with impunity, doing jobs that the overstretched and understaffed military can’t or won’t do.
They are men like Jon Coté, a sensitive former U.S. army paratrooper and University of Florida fraternity brother who realizes too late that he made a terrible mistake coming back to Iraq. And Paul Reuben, a friendly security company medic who has no formal medical training and lacks basic supplies, like tourniquets. They are part of America’s “other” army—some patriotic, some desperate, some just out for cash or adventure. And some who disappear into the void that is Iraq and are never seen again.
Washington Post reporter Steve Fainaru traveled with a group of private security contractors to find out what motivates them to put their lives in danger every day. He joined Jon Coté and the men of Crescent Security Group as they made their way through Iraq—armed to the teeth, dodging not only bombs and insurgents but also their own Iraqi colleagues. Just days after Fainaru left to go home, five men of Crescent Security Group were kidnapped in broad daylight on Iraq’s main highway. How the government and the company responded reveals the dark truths behind the largest private force in the history of American warfare. . . .

Scott Ritter, Seymour M. Hersh - Iraq Confidential - The Untold Story of America's Intelligence Cons piracy (2005).jpg

O USA - Scott Ritter, Seymour M. Hersh - Iraq Confidential - The...e Untold Story of Americas Intelligence Conspiracy 2005.jpg

Scott Ritter is the straight-talking former marine officer whom the CIA wants to silence. After the 1991 Gulf war Ritter helped lead the UN weapons inspections of Iraq, and found himself at the centre of a dangerous game between the Iraqi and US regimes. As Ritter reveals in this explosive book, Washington was only ever interested in disarmament as a tool for its own agenda. Operating in a fog of espionage and counter-espionage, Ritter and his team were determined to find out the truth about Iraq's WMD. The CIA were equally determined to stop them. For the truth, we now know, was that Iraq was playing a deadly game of double-bluff, and actually had no WMD. But to have revealed this would have derailed America's drive for regime change. Iraq Confidential charts the disillusionment of a staunch patriot who came to realise that his own government sought to undermine effective arms control in the Middle East. Ritter shows us a world of deceit and betrayal, in which nothing is as it seems. A host of characters from Mossad, MI6 and the CIA pepper this powerful narrative, which contains revelations that will permanently affect the ongoing debates about Iraq.

Seymour M. Hersh - Chain of Command - The Road fro m 9-11 to Abu Ghraib (2004).jpg

Since September 11, 2001, Seymour M. Hersh has riveted readers -- and outraged the Bush Administration -- with his stories in The New Yorker, including his breakthrough pieces on the Abu Ghraib prison scandal. Now, in Chain of Command, he brings together this reporting, along with new revelations, to answer the critical question of the last three years: how did America get from the clear morning when hijackers crashed airplanes into the World Trade Center and the Pentagon to a divisive and dirty war in Iraq?

Hersh established himself at the forefront of investigative journalism thirty-five years ago when he broke the news of the massacre at My Lai, Vietnam, for which he won a Pulitzer Prize. Ever since, he's challenged America's power elite by publishing the stories that others can't, or won't, tell. In exposés on subjects ranging from Saudi corruption to nuclear black marketeers and -- months ahead of other journalists -- the White House's false claims about weapons of mass destruction, Hersh has cemented his reputation as the indispensable reporter of our time.

In Chain of Command, Hersh takes an unflinching look behind the public story of President Bush's "war on terror" and into the lies and obsessions that led America into Iraq. He reveals the connections between early missteps in the hunt for Al Qaeda and disasters on the ground in Iraq. The book includes a new account of Hersh's pursuit of the Abu Ghraib story and of where, he believes, responsibility for the scandal ultimately lies. Hersh draws on sources at the highest levels of the American government and intelligence community, in foreign capitals, and on the battlefield for an unparalleled view of a crucial chapter in America's recent history. With an introduction by The New Yorker's editor, David Remnick, Chain of Command is a devastating portrait of an Administration blinded by ideology and of a President whose decisions have made the world a more dangerous place for America.

Jonathan Renshon - Why Leaders Choose War - The Ps ychology of Prevention (2006).jpg

There have been preventive wars throughout history, but the motivations behind them have remained elusive, and many crucial questions remain unanswered. What exactly constitutes preventive action? What differentiates preventive action from pre-emptive action? Are there significant differences between preventive strikes and full-on preventive wars? What is the relationship of preventive action to traditional concepts of deterrence, compellence, and international law? Finally, why do states initiate preventive action? Renshon argues that the best avenue for understanding decisions to initiate preventive action is through a close examination of the individual leader responsible for such decisions. He examines five situations to pinpoint the factors that matter most in decisions to take preventive military action-or not.

British action in the Suez Canal Crisis, 1956 Israel's strike on Iraq's nuclear reactor, 1981 American preventive war planning, 1946-1954 Indian preventive war planning, 1982-2002 America's preventive war against Iraq, 2003 In each instance, preventive action was seriously considered, and yet it only occurred in three of the five cases. In the end, each case provides further evidence that individual leadership matters--nowhere more so than in decisions involving preventive war.

Monte L. Pearson - Perils of Empire The Roman Repu blic and the American Republic (2008.jpg

Perils of Empire: The Roman Republic and the American Republic examines the similarities between the Roman Republic, which gained an empire and lost its freedoms, and the expansionist foreign policy of the American Republic since Teddy Roosevelt led the Rough Riders up San Juan Hill.
The book points out startling similarities between Rome's history and that of the American Republic and traces the series of events leading to the Republic's collapse into civil war and eventual dictatorship.
This well-researched study of both long-term trends and current events highlights the difficulties of balancing the demands of ruling an empire against democratic political institutions and political freedoms.
Before the Roman Empire, a time of one-man rule and limited freedoms, there was the Roman Republic 500 years of free elections, civil liberties, and conquering armies. At first the successful armies brought wealth and glory; then the Republican institutions began to groan under the strain of running an empire. There were feuds, then riots, then civil wars, and the Republic was gone. During this turbulent period, some of the most famous people in ancient history vied for power and glory Caesar, Cleopatra, Cicero, and Octavian, Caesar's nephew, who became Augustus, Rome's first Emperor.
With an American army occupying Iraq and fierce debates over which civil liberties must be restricted in order to prosecute a never-ending war on terrorism, now is a good time to look into the historical mirror and examine the perils for democratic institutions when republics acquire empires.

Naomi Wolf - The End of America - Letter of Warnin g to a Young Patriot (2007).jpg

In a stunning indictment of the Bush administration and Congress, best-selling author Naomi Wolf lays out her case for saving American democracy. In authoritative research and documentation Wolf explains how events of the last six years parallel steps taken in the early years of the 20th century‚’s worst dictatorships such as Germany, Russia, China, and Chile.

The book cuts across political parties and ideologies and speaks directly to those among us who are concerned about the ever-tightening noose being placed around our liberties.

In this timely call to arms, Naomi Wolf compels us to face the way our free America is under assault. She warns us‚–with the straight-to-fellow-citizens urgency of one of Thomas Paine‚’s revolutionary pamphlets‚–that we have little time to lose if our children are to live in real freedom.

“Recent history has profound lessons for us in the U.S. today about how fascist, totalitarian, and other repressive leaders seize and maintain power, especially in what were once democracies. The secret is that these leaders all tend to take very similar, parallel steps. The Founders of this nation were so deeply familiar with tyranny and the habits and practices of tyrants that they set up our checks and balances precisely out of fear of what is unfolding today. We are seeing these same kinds of tactics now closing down freedoms in America, turning our nation into something that in the near future could be quite other than the open society in which we grew up and learned to love liberty,‚” states Wolf.

Wolf is taking her message directly to the American people in the most accessible form and as part of a large national campaign to reach out to ordinary Americans about the dangers we face today. This includes a lecture and speaking tour, and being part of the nascent American Freedom Campaign, a grassroots efforts to ensure that presidential candidates pledge to uphold the constitution and protect our liberties from further erosion.

The End of America will shock, enrage, and motivate‚–spurring us to act, as the Founders would have counted on us to do in a time such as this, as rebels and patriots‚–to save our liberty and defend our nation.

Brendon O’Connor, Martin Griffiths - The Rise of A nti-Americanism (2005).jpg

This volume brings together an international team of well-known scholars from the US, UK and Australia to examine the rise of anti-Americanism.

Is anti-Americanism one of the last respectable prejudices, or are accusations of anti-Americanism a way to silence reasonable criticism of the United States?

Is the recent rise in anti-Americanism principally a reaction to President George W. Bush and his administration, or does it reflect a general turn against America and Americans? Have we moved from the American century to the anti-American century, with the United States as the 'whipping boy' for a growing range of anxieties? Can the United States recapture the international good will generally extended towards it in the days following 11 September 2001? These key questions are tackled by this new book, which offers the first comprehensive overview of anti-Americanism in the twenty-first century.

Examining what is sensibly called anti-Americanism and its principal sources, this study details how the Bush administration has provoked a recent upsurge in anti-Americanism with its stances on a range of issues from the Kyoto Protocol to the war in Iraq. However, the spread of anti-Americanism reflects deeper cultural and political anxieties about Americanization and American global power that will persist beyond the Bush administration.

At the heart of much of the recent anti-Americanism is opposition in the Middle East, and elsewhere, to US support of Israel. This crucial issue is explored in depth as is the associated claim of a 'clash of civilizations' between Islam and the West and the rise of anti-American terrorism.

This book will be of great interest to all students and scholars of American Studies, International Relations and Politics.

Johny Johansson - In Your Face - How American Mark eting Excess Fuels Anti-Americanism (2004).jpg

They hate us. They really hate us. Millions of people around the world have come to despise the United States. One of the biggest reasons? American "in-your-face" marketing, which treats people everywhere as 24x7 consumers, drives U.S. free market materialism at the expense of local traditions and values, and seeks to "McDonald-ize" the entire globe. In this book, one of the world's leading experts on global marketing steps back to see its true impact. J.K. Johansson looks at American marketing from the perspective of the non-U.S. consumer: as the forward wedge of a cultural attack by an arrogant, wasteful society of overfed, gas-guzzling, Hummer-driving bullies. Along the way, Johansson considers the Bush administration's "repositioning" of America and the post-9/11 collapse of American popularity from the perspective of a professional global marketer. Johansson then offers practical guidance for marketers who wish to succeed in global markets without becoming "ugly Americans."

Bob Woodward - Plan of Attack (2004).jpg

Based on exhaustive research and remarkable access to the White House, including two sessions with President Bush and more than 75 interviews with administration officials, veteran Washington Post assistant managing editor Woodward delivers an engrossing blow-by-blow of the run-up to war in Iraq. In November 2001, just months after September 11, Woodward reports, Bush pulled aside defense secretary Donald Rumsfeld and asked him to secretly begin updating war plans for Iraq. Sixteen months later, in March 2003, after an intense war-planning effort, a tense political fight at home and a carefully crafted "if-you-don’t-we-will" diplomatic strategy with the U.N., the American invasion began. Woodward has penned a forceful, often disturbing narrative that captures the deep personality and policy clashes within the Bush administration. Bush, along with Dick Cheney, Condoleezza Rice, Karl Rove and Paul Wolfowitz, are portrayed as believing in a sweeping mission to export democracy and to have America be viewed as strong and willing to walk the walk. They are counterbalanced by Colin Powell, who emerges here as a reluctant warrior, a pragmatic voice—eventually muted—cautioning the president against a rush to war. The most stunning aspect of the story, however, is the glaring intelligence failure of George Tenet’s CIA, from bad WMD information to what Woodward reports as the outright manipulation of questionable intelligence to make the case for war. With this book, Woodward, the author of an astonishing nine number-one bestsellers, has delivered his most important and impressive work in years. Ultimately, this first-class work of contemporary history will be remembered for shedding needed light on the Iraq War, whatever its final outcome.

Bob Woodward - The War Within, A Secret White Hous e History 2006-2008 (2008).jpg

As violence in Iraq reaches unnerving levels in 2006, a second front in the war rages at the highest levels of the Bush administration. In his fourth book on President George W. Bush, Bob Woodward takes readers deep inside the tensions, secret debates, unofficial backchannels, distrust and determination within the White House, the Pentagon, the State Department, the intelligence agencies and the U.S. military headquarters in Iraq. With unparalleled intimacy and detail, this gripping account of a president at war describes a period of distress and uncertainty within the U.S. government from 2006 through mid-2008.

The White House launches a secret strategy review that excludes the military. General George Casey, the commander in Iraq, believes that President Bush does not understand the war and eventually concludes he has lost the president's confidence. The Joint Chiefs of Staff also conduct a secret strategy review that goes nowhere. On the verge of revolt, they worry that the military will be blamed for a failure in Iraq.

Secretary of State Condoleezza Rice strongly opposes a surge of additional U.S. forces and confronts the president, who replies that her suggestions would lead to failure. The president keeps his decision to fire Secretary of Defense Donald Rumsfeld from Vice President Dick Cheney until two days before he announces it. A retired Army general uses his high-level contacts to shape decisions about the war, as Bush and Cheney use him to deliver sensitive messages outside the chain of command.

For months, the administration's strategy reviews continue in secret, with no deadline and no hurry, in part because public disclosure would harm Republicans in theNovember 2006 elections. National Security Adviser Stephen J. Hadley tells Rice, "We've got to do it under the radar screen because the electoral season is so hot."

The War Within provides an exhaustive account of the struggles of General David Petraeus, who takes over in Iraq during one of the bleakest and most violent periods of the war. It reveals how breakthroughs in military operations and surveillance account for much of the progress as violence in Iraq plummets in the middle of 2007.

Woodward interviewed key players, obtained dozens of never-before-published documents, and had nearly three hours of exclusive interviews with President Bush. The result is a stunning, firsthand history of the years from mid-2006, when the White House realizes the Iraq strategy is not working, through the decision to surge another 30,000 U.S. troops in 2007, and into mid-2008, when the war becomes a fault line in the presidential election.

The War Within addresses head-on questions of leadership, not just in war but in how we are governed and the dangers of unwarranted secrecy.
