Child abuse and neglect are intractable problems exacting a terrible toll on children and rending the very fabric of our society. What can be done to reduce the suffering? If there were simple solutions to abuse and neglect they would have been discovered long ago. There are no easy answers, but in this vivid history of child protection in America, John E.B. Myers introduces realistic policies that will reduce maltreatment and strengthen the system that protects our children.
Before it is possible to design viable improvements in today's system, it is necessary to understand how it evolved. The sweeping, beautifully written account of child protection in America traces its growth from colonial days to the present--from the rise and gradual disappearance of orphanages, the growth of foster care, the birth of organized child protection in 1874, and the rise of private societies to prevent cruelty, to the twentieth-century transition to government-operated child protection.
Myers goes on to describe the principal causes of child maltreatment, including intergenerational transmission of violence, poverty, substance abuse, cultural violence, excessive corporal punishment, sexual deviance, evolution, mental illness, and domestic violence. Once the causes of maltreatment are clear, it is possible to create solutions. Some of the proposals outlined have been in play for more than a century, while others are new. Policies to combat poverty, expand nurse home visiting programs, increase access to day care, strengthen a sense of community, outlaw corporal punishment, rethink our attitude toward alcohol, and lower the toxicity in popular culture are rooted in a deep understanding of the cycle of violence and challenge traditional ways of thinking.
Since it will never be possible to prevent all maltreatment, it is critical to strengthen the existing child protection system. Attainable reforms such as dealing with the lingering effects of racism in the child welfare, reworking funding mechanisms, refocusing leadership, creating a less adversarial system, strengthening foster care, and reinventing the juvenile court point to flaws in our system but demonstrate that progress is possible.
This provocative book will challenge all those concerned with children's welfare to move toward real solutions that will make life better for America's most vulnerable children.

Military and defense-related procurement has been an important source of technology development across a broad spectrum of industries that account for an important share of United States industrial production. In this book, the author focuses on six general-purpose technologies: interchangeable parts and mass production; military and commercial aircraft; nuclear energy and electric power; computers and semiconductors; the INTERNET; and the space industries. In each of these industries, technology development would have occurred more slowly, and in some case much more slowly or not at all, in the absence of military and defense-related procurement.
The book addresses three questions that have significant implications for the future growth of the United States economy. One is whether changes in the structure of the United States economy and of the defense-industrial base preclude military and defense-related procurement from playing the role in the development of advanced technology in the future, comparable to the role it has played in the past. A second question is whether public support for commercially oriented research and development will become an important source of new general-purpose technologies. A third and more disturbing question is whether a major war, or the threat of major war, will be necessary to mobilize the scientific, technical, and financial resources necessary to induce the development of new general-purpose technologies.
When the history of United States technology development in the next half century is written, it will focus on incremental rather than revolutionary changes in both military and commercial technology. It will also be written within the context of slower productivity growth than of the relatively high rates that prevailed in the United States in the 1950s and 1960s or during the information technology bubble that began in the early 1990s. These will impose severe constraints on the capacity of the United States to sustain a global-class military posture and a position of leadership in the global economy.

Robert Worley assesses military force changes that have been made since the Cold War, explains the many changes that have not been made, and recommends changes that must be made--as well as exploring the ways in which political and military forces line up to resist them. For over forty years there was consensus about maintaining large U.S. military forces. Today, as evidenced by the steady decline in defense spending since 1985, that consensus has evaporated, and a new equilibrium is being sought. Yet evidence of transformation is modest. By outward appearances, today's military is principally a smaller version of our Cold War forces, despite the fact that threat, missions, and strategies have changed. There has been no lack of reform effort at the highest levels of the defense bureaucracy. Under the leadership of General Colin Powell, the Joint Chiefs of Staff reexamined the roles and missions of the services. Recommendations followed. But, according to observers, change occurred only at the margins. Worley argues that the highly institutionalized cultures of the uniformed services offer the best explanation for why the American military is not a different force well over a decade after the fall of the Berlin Wall. Significant historical events, primarily from World War II forward, are used to explain belief systems within the individual services and sometimes within specific branches within a single service. Force planners commonly measure military end strength in terms of divisions, wings, and battle groups. Therefore, Worley examines the most important organizational structures--armored and infantry divisions, fighter and bomber wings, and carrier battle groups--and does so in the context of conflicts, including Vietnam, the Gulf War, Panama, Kosovo, and Somalia, and of course the unfinished conflicts in Afghanistan and Iraq. He highlights problems associated with the clash of service conceptions of war and the requirements of real conflict to examine the shape U.S. military forces have--and the shape they should assume.
