The Guitar in America offers a history of the instrument from America's late Victorian period to the jazz age. The opening chapter traces the guitar's use in this country from the Colonial era up to the 1880s. The narrative continues with America's BMG (banjo, mandolin, and guitar) community, a late nineteenth-century musical and commercial movement dedicated to introducing these instruments into America's elite musical establishments.
Using surviving BMG magazines, the author details an almost unknown history of the guitar during the movement's heyday, tracing the guitar's transformation from a refined parlor instrument to a mainstay in jazz and popular music. In the process, he not only introduces musicians (including numerous women guitarists) who led the movement, but also examines new techniques and instruments. Chapters consider the BMG movement's impact on jazz and popular music, the use of the guitar to promote attitudes towards women and minorities, and the challenges foreign guitarists such as Miguel Llobet and Andres Segovia presented to America's musicians.
This volume opens a new chapter on the guitar in America, considering its cultivated past and documenting how banjoists and mandolinists aligned their instruments to it in an effort to raise social and cultural standing. At the same time, the book considers the BMG community within America's larger musical scene, examining its efforts as manifestations of this country's uneasy coupling of musical art and commerce.

Excessive secrecy is the enemy of public accountability and democratic governance. Unfortunately, it is becoming standard operating procedure for many government officials. Vice President Dick Cheney’s recent insistence that his office is not subject to secrecy regulations that apply to the executive branch is just the latest evidence of a systematic campaign to keep information about government activities out of the hands of the American public.
Freedoms of Information laws are grounded in the recognition that knowledge about the government’s actions is the necessary first step in oversight and accountability. Most Americans recognize the need to safeguard national security information from improper public disclosures that would damage the national interest. But national security has become a blanket excuse to withhold information from the public as well as from Congress, especially in the aftermath of the 9/11 terrorist attacks.
The National Security Archive has documented widespread agency mismanagement and obstruction which lead to delays as long as 17 years in responding to public Freedom of Information Act requests. Only one in four agencies is complying with the Electronic Freedom of Information Act a decade after it passed.
Of course, the right to know is also undermined by the release of information that is inaccurate or misleading.
At the federal level, politics increasingly trumps sound science: reports on key environmental issues are altered by political appointees; information about HIV/AIDS is manipulated to promote a particular ideological viewpoint; and federal employees are muzzled from sharing their expertise.
The misuse of secrecy and the manipulation of science and other information undermine the public’s right to know and the health of our democracy. And they threaten the health of the public as well: a fire at a chemical plant situated near a neighborhood could pose a serious threat to residents’ health, but it is difficult for individuals to learn the most basic information about hazards to which their families may be exposed. The preface to this report, written by Republican Robert Barr and Democrat John Podesta, reflects that the importance of the public’s right to know is not a partisan issue; it is a fundamentally American issue.
Over the years, regardless of the political party in charge, our three organizations have challenged excessive government secrecy and offered ideas to protect the public’s right to know. For example, in 1987, People for the American Way, OMB Watch, the Benton Foundation, and the Advocacy Institute launched a public education campaign to draw attention to the ways in which government was withholding information from the public. One element of that campaign was the publication by People for the American Way of Government Secrecy: Decisions Without Democracy, a primer on secrecy that serves as the model for this publication.

Not only were prominent writers like Ralph Waldo Emerson and Frederick Douglass instrumental in remapping the relations between law and freedom, but figures like Sumner and John Bingham helped develop a systematic antislavery reading of the Constitution which established literary texts as sources for legal authority.
This interdisciplinary study sheds light on the transformative significance of emerging legalist and constitutionalist forms of antislavery thinking on the literature of the 1850s and 1860s and the growing centrality of aesthetic considerations to antebellum American legal theory and practice -- the historical terms in which a distinctively American cultural identity was conceived.

In the mid-nineteenth century, American and British governments marched with great fanfare into the marketplace of knowledge and publishing. British royal commissions of inquiry, inspectorates, and parliamentary committees conducted famous social inquiries into child labor, poverty, housing, and factories. The American federal government studied Indian tribes, explored the West, and investigated the condition of the South during and after the Civil War.
Performing, printing, and then circulating these studies, government established an economy of exchange with its diverse constituencies. In this medium, which Frankel terms "print statism," not only tangible objects such as reports and books but knowledge itself changed hands. As participants, citizens assumed the standing of informants and readers.
Even as policy investigations and official reportage became a distinctive feature of the modern governing process, buttressing the claim of the state to represent its populace, government discovered an unintended consequence: it could exercise only limited control over the process of inquiry, the behavior of its emissaries as investigators or authors, and the fate of official reports once issued and widely circulated.
This study contributes to current debates over knowledge, print culture, and the growth of the state as well as the nature and history of the "public sphere." It interweaves innovative, theoretical discussions into meticulous, historical analysis.
