Available in English for the first time, The Apache Indians tells the story of the Norwegian explorer Helge Ingstad’s sojourn among the Apaches near the White Mountain Reservation in Arizona and his epic journey to locate the “lost” group of their brethren in the Sierra Madres in the 1930s.

Ingstad traveled to Canada, where he lived as a trapper for four years with the Chipewyan Indians. The Chipewyans told him tales about people from their tribe who traveled south, never to return. He decided to go south to find the descendants of his Chipewyan friends and determine if they had similar stories. In 1936 Ingstad arrived in the White Mountains and worked as a cowboy with the Apaches. His hunch about the Apaches’ northern origins was confirmed by their stories, but the elders also told him about another group of Apaches who had fled from the reservation and were living in the Sierra Madres in Mexico. Ingstad launched an expedition on horseback to find these “lost” people, hoping to record more tales of their possible northern origin but also to document traditions and knowledge that might have been lost among the Apaches living on the reservation.

Through Ingstad’s keen and observant eyes, we catch unforgettable glimpses of the landscape and inhabitants of the southwestern borderlands as he and his Apache companions, including one of Geronimo’s warriors, embark on a dangerous quest to find the elusive Sierra Madre Apaches. The Apache Indians is a powerful echo of a past that has now become a myth.

Through a series of treaties, the first of which was signed in 1849, the Navajo Nation began to cede its homeland to the U.S. government. By this time, some Americans had begun to settle in Navajo territory-the present-day Four Corners region of Arizona, New Mexico, Colorado, and Utah-but the real impetus for wanting the Navajos' land was greed. Led by General James Carleton, the U.S. Army hoped to remove the Navajos and claim the extensive mineral and pastoral wealth of their lands. In June 1863, Carleton presented the Navajos with an ultimatum: Surrender by the following month or accept the consequences. After the Navajos refused to capitulate, Carleton ordered his field commander, Colonel Kit Carson, to carry out a scorched-earth policy to destroy their crops and livestock. By the end of the year, the Navajos were destitute and starving and began to surrender to the U.S. Army. What followed was one of the most tragic events in U.S. history, the forced removal of the Navajos to Bosque Redondo, a reservation in eastern New Mexico. Collectively known as the Long Walk, the approximately 400-mile-long series of marches was endured by more than 8,000 men, women, and children. The forced removal from their homeland and the subsequent internment at Bosque Redondo left an indelible mark on the Navajo psyche that continues to the present day.

Americans' first attempts to forge a national identity coincided with the apparent need to define--and limit--the status and rights of Native Americans. During these early decades of the nineteenth century, the image of the "Indian" circulated throughout popular culture--in the novels of James Fenimore Cooper, plays about Pocahontas, Indian captivity narratives, Black Hawk's autobiography, and visitors' guides to the national capitol. In exploring such sources as well as the political and legal rhetoric of the time, Susan Scheckel argues that the "Indian question" was intertwined with the ways in which Americans viewed their nation's past and envisioned its destiny. She shows how the Indians provided a crucial site of reflection upon national identity. And yet the Indians, by being denied the natural rights upon which the constitutional principles of the United States rested, also challenged American convictions of moral ascendancy and national legitimacy.

Scheckel investigates, for example, the Supreme Court's decision on Indian land rights and James Fenimore Cooper's popular frontier romance The Pioneers: both attempted to legitimate American claims to land once owned by Indians and to assuage guilt associated with the violence of conquest by incorporating the Indians in a version of the American political "family." Alternatively, the widely performed Pocahontas plays dealt with the necessity of excluding Indians politically, but also portrayed these original inhabitants as embodying the potential of the continent itself. Such examples illustrate a gap between principles and practice. It is from this gap, according to the author, that the nation emerged, not as a coherent idea or a realist narrative, but as an ongoing performance that continues to play out, without resolution, fundamental ambivalences of American national identity.

A few years ago, Americans held out their systems of corporate governance and financial disclosure as models to be emulated by the rest of the world. But in late 2001 U.S. policymakers and corporate leaders found themselves facing the largest corporate accounting scandals in American history. The spectacular collapses of Enron and Worldcom—as well as the discovery of accounting irregularities at other large U.S. companies—seemed to call into question the efficacy of the entire system of corporate governance in the United States.

In response, Congress quickly enacted a comprehensive package of reform measures in what has come to be known as the Sarbanes-Oxley Act. The New York Stock Exchange and the NASDAQ followed by making fundamental changes to their listing requirements. The private sector acted as well. Accounting firms—watching in horror as one of their largest, Arthur Andersen, collapsed after a criminal conviction for document shredding—tightened their auditing procedures. Stock analysts and ratings agencies, hit hard by a series of disclosures about their failings, changed their practices as well.

Will these reforms be enough? Are some counterproductive? Are other shortcomings in the disclosure system still in need of correction?

These are among the questions that George Benston, Michael Bromwich, Robert E. Litan, and Alfred Wagenhofer address in Following the Money. While the authors agree that the U.S. system of corporate disclosure and governance is in need of change, they are concerned that policymakers may be overreacting in some areas and taking actions in others that may prove to be ineffective or even counterproductive.

Using the Enron case as a point of departure, the authors argue that the major problem lies not in the accounting and auditing standards themselves, but in the system of enforcing those standards. Rather than attempting to craft a single set of accounting and reporting standards for all companies throughout the world, the authors advise policymakers to allow competition between the two major sets of standards: Generally Accepted Accounting Principles and International Financial Reporting Standards.

The authors also believe that the corporate disclosure system needs to be updated to reflect changes in the underlying economy. In particular, they recommend new forms of disclosure for a variety of nonfinancial indicators to better enable investors and analysts to ascertain the source and nature of intangible assets. They also urge policymakers to exploit the advantages of the Internet by encouraging more frequent financial disclosures in a form that will make them more widely accessible and more easily used.
