After the ratification of the Nineteenth Amendment in 1920, hundreds of thousands of southern women went to the polls for the first time. In The Weight of Their Votes Lorraine Gates Schuyler examines the consequences this had in states across the South. She shows that from polling places to the halls of state legislatures, women altered the political landscape in ways both symbolic and substantive. Schuyler challenges popular scholarly opinion that women failed to wield their ballots effectively in the 1920s, arguing instead that in state and local politics, women made the most of their votes.
Schuyler explores get-out-the-vote campaigns staged by black and white women in the region and the response of white politicians to the sudden expansion of the electorate. Despite the cultural expectations of southern womanhood and the obstacles of poll taxes, literacy tests, and other suffrage restrictions, southern women took advantage of their voting power, Schuyler shows. Black women mobilized to challenge disfranchisement and seize their right to vote. White women lobbied state legislators for policy changes and threatened their representatives with political defeat if they failed to heed women's policy demands. Thus, even as southern Democrats remained in power, the social welfare policies and public spending priorities of southern states changed in the 1920s as a consequence of woman suffrage.

Between late 1863 and mid-1864, an armed band of Confederate deserters battled Confederate cavalry in the Piney Woods region of Jones County, Mississippi. Calling themselves the Knight Company after their captain, Newton Knight, they set up headquarters in the swamps of the Leaf River, where, legend has it, they declared the Free State of Jones.
The story of the Jones County rebellion is well known among Mississippians, and debate over whether the county actually seceded from the state during the war has smoldered for more than a century. Adding further controversy to the legend is the story of Newt Knight's interracial romance with his wartime accomplice, Rachel, a slave. From their relationship there developed a mixed-race community that endured long after the Civil War had ended, and the ambiguous racial identity of their descendants confounded the rules of segregated Mississippi well into the twentieth century.
Victoria Bynum traces the origins and legacy of the Jones County uprising from the American Revolution to the modern civil rights movement. In bridging the gap between the legendary and the real Free State of Jones, she shows how the legend--what was told, what was embellished, and what was left out--reveals a great deal about the South's transition from slavery to segregation; the racial, gender, and class politics of the period; and the contingent nature of history and memory.

The Spirit of Community will be of interest to those who seek a better understanding of the role of the public interest in contemporary society, and also to those seeking a foundation for civic (and environmental) responsibility. This work is divided into three parts, an introduction, and an appendix. The introduction presents a four-point Communitarian agenda, aimed at "correcting the current imbalance between rights and responsibilities." This agenda is located within the larger Communitarian project of moral reconstruction.

Section one addresses the issue of moral reconstruction. During the 1960s many moral traditions, social values and institutions were challenged or rejected. However, a new core of values has not arisen to fill the void. The "moral confusion" left in the wake of the sixties has eroded the "notion of a shared community or public interest" and hence has encouraged fragmentation and conflict within society. Chapter one emphasizes the link between rights and obligations. Chapters two and three focus on the need to revalue children, and the importance of providing a moral education in shared values. Shared values arise from strong communities, and so chapters four and five discuss ways to rebuild local and national communities.

Section two explores this paradox: contemporary Americans have both a "strong sense of entitlement" and a "weak sense of obligation to the local and national community." We claim too many rights while recognizing too few responsibilities. Chapter six suggests a strategy for promoting civil responsibilities while avoiding authoritarian state control, focusing on responsibilities toward public safety and public health. Chapter seven further illustrates this strategy by describing non-legal remedies to the problem of hate speech.

Section three argues that the current political dominance of special interest groups subverts the public interest. Chapter eight diagnoses the situation, and describes the detrimental influence of political action committees (PACs) on the democratic process. Chapter nine outlines a response to the problem, and calls for a massive social movement to implement these reforms. The Communitarian platform is included in appendix.
