From the outset, the war in Iraq was directed from Washington and executed by troops on the ground. Between Washington and the battlefields was the Green Zone, a four-square-mile enclave that hosted the American Embassy annex, the Iraqi Reconstruction Management Office, the planning, policy, strategy, and communications sections of Headquarters, Multi-national Force-Iraq, and the Independent Electoral Commission of Iraq. Hope Is Not a Plan takes the reader inside the Green Zone courtesy of participant-observers brought to Iraq to diagnose the insurgency and develop a get-well plan. Focusing on the critical months of late 2004 and early 2005 --when a new sovereign government in Iraq tried to build legitimacy, and the coalition force tried to find the best way to help it do so--it looks at a slice of the war not previously examined. This is not the Beltway story, nor the grunt and jarhead story. Rather, the book looks at the process of taking political and military goals and turning them into action. In telling that story, Hope Is Not a Plan helps explain how Iraq got to where it is today. Organized by topic rather than on a strict chronological basis, it is practical, not theoretical, examining doctrines and lessons learned, not abstractions of the ivory tower. The book describes what happened in the Green Zone during this period and compares that reality with what history, experience, and doctrine suggests should have happened. Finally, it reflects on what can be learned from the experience. Rich in detail, the book is written to be accessible to anyone interested in first-hand information about the workings of a coalition staff during wartime--or to anyone who wants to understand how things in Iraq went so very wrong.

The invasion of Iraq may well be remembered as the first oil currency war. Far from being a response to 9/11 terrorism or Iraq's alleged weapons of mass destruction, Petrodollar Warfare argues that the invasion was precipitated by two converging phenomena: the imminent peak in global oil production and the ascendance of the euro currency.

Energy analysts agree that world oil supplies are about to peak, after which there will be a steady decline in supplies of oil. Iraq, possessing the world's second-largest oil reserves, was therefore already a target of US geostrategic interests. Together with the fact that Iraq had switched to paying for oil in euros-rather than US dollars-the Bush administration's unreported aim was to prevent further OPEC momentum in favor of the euro as an alternative oil transaction currency standard.

Meticulously researched, Petrodollar Warfare examines US dollar hegemony and the unsustainable macroeconomics of petrodollar recycling,' pointing out that the issues underlying the Iraq war also apply to geostrategic tensions between the United States and other countries, including the member states of the European Union, Iran, Venezuela and Russia. The author warns that without changing course, the American experiment will end the way all empires end-with military overextension and subsequent economic decline. He recommends the multilateral pursuit of both energy and monetary reforms within a UN framework to create a more balanced global energy and monetary system-thereby reducing the possibility of future oil and oil currency-related warfare.

A sober call for an end to aggressive US unilateralism, Petrodollar Warfare is a unique contribution to the debate about the future global political economy.

Polls show that a sizeable portion of the American population believes troops found WMD in Iraq and that Saddam Hussein was somehow responsible for the attacks of September 11. Even after the 9/11 Commission Report and numerous other reports concluded that our intelligence was flawed, people in the freest nation on earth continue to be misinformed about something that could not be more vital to understand-the reasons for sending troops into harm's way. This insightful analysis argues that the media should have done a better job of performing its traditional role of skeptic and watchdog, and it examines what went wrong. There are, of course, many people whose support for going to war in Iraq was not contingent on the existence of WMD or a connection to al-Qaeda. But many others based their support for the war on misinformation. The main aim of this book is to argue that the use of private force by states has been restricted by a norm against mercenary use. The book traces the evolution of this norm, from mercenaries in medieval Europe through to private security companies in modern day Iraq, telling a story about how the mercenaries of yesterday have evolved into those of today in the process.
The norm against mercenaries has two components. First, mercenaries are considered to be immoral because they use force outside legitimate, authoritative control. Second, mercenaries are considered to be morally problematic because they fight wars for selfish, financial reasons as opposed to fighting for some kind of larger conception of the common good.
The book examines four puzzles about mercenary use, and argues that they can only be explained by understanding the norm against mercenaries. First, the book argues that moral disapproval of mercenaries led to the disappearance of independent mercenaries from medieval Europe. Second, the transition from armies composed of mercenaries to citizen armies in the nineteenth century can only be understood with attention to the norm against mercenaries. Third, it is impossible to understand why international law regarding mercenaries, created in the 1970s and 1980s, is so ineffective without understanding the norm. Finally, the disappearance of companies like Executive Outcomes and Sandline and the development of today's private security industry cannot be understood without the norm.
This book is a project of the Oxford Leverhulme Programme on the Changing Character of War.

This volume brings together an international team of well-known scholars from the US, UK and Australia to examine the rise of anti-Americanism.

Is anti-Americanism one of the last respectable prejudices, or are accusations of anti-Americanism a way to silence reasonable criticism of the United States?

Is the recent rise in anti-Americanism principally a reaction to President George W. Bush and his administration, or does it reflect a general turn against America and Americans? Have we moved from the American century to the anti-American century, with the United States as the 'whipping boy' for a growing range of anxieties? Can the United States recapture the international good will generally extended towards it in the days following 11 September 2001? These key questions are tackled by this new book, which offers the first comprehensive overview of anti-Americanism in the twenty-first century.

Examining what is sensibly called anti-Americanism and its principal sources, this study details how the Bush administration has provoked a recent upsurge in anti-Americanism with its stances on a range of issues from the Kyoto Protocol to the war in Iraq. However, the spread of anti-Americanism reflects deeper cultural and political anxieties about Americanization and American global power that will persist beyond the Bush administration.

At the heart of much of the recent anti-Americanism is opposition in the Middle East, and elsewhere, to US support of Israel. This crucial issue is explored in depth as is the associated claim of a 'clash of civilizations' between Islam and the West and the rise of anti-American terrorism.

This book will be of great interest to all students and scholars of American Studies, International Relations and Politics.
