A Choice Magazine Outstanding Academic Title of the Year Roger Nash Baldwin´s thirty-year tenure as director of the ACLU marked the period when the modern understanding of the Bill of Rights came into being. Spearheaded by Baldwin, volunteer attorneys of the caliber of Clarence Darrow, Arthur Garfield Hays, Osmond Frankel, and Edward Ennis transformed the constitutional landscape. Company police forces were dismantled. Antievolutionists were discredited (thanks to the Scopes Trial). Censorship of such works as James Joyce´s Ulysses was halted. The Scottsboro Boys and Sacco and Vanzetti were defended. The right of free speech for communists and Ku Klux Klansmen alike was upheld, and the foundations were laid for an end to school segregation. Robert Cottrell´s magnificent book recaptures the accomplishments and contradictions of the complicated man at the center of these events. Driven, vain, frugal, and tempestuous, America´s greatest civil libertarian was initially also a staunch defender of Communist Russia, deferred to the U.S. government over the internment of Japanese Americans, and openly admired J. Edgar Hoover and Douglas MacArthur. His personal relationships were equally complex. Spanning a hundred years from the late 1800s through Baldwin´s death in 1981, this riveting biography is an eye-opening view of the development of the American left.

In the Hands of Strangers is a collection of documents by writers and witnesses from the past, both black and white, that offer perspectives on the trade and movement of slaves. Many documents elucidate the long-standing discord between North and South over the issue of slavery.
In the Hands of Strangers is divided into three parts. Part one focuses on the African slave trade that brought as many as 600,000 Africans into the United States. Part two concentrates on the internal U.S. slave trade. Documents cover a variety of topics including the forced transport of slaves throughout East Coast and Gulf Coast states, buying and selling of slaves, increasingly contentious debates over the legitimacy of slavery, and effects of the break up of families. Part Three focuses on a series of conflicts and crises leading to the Civil War. Included in this section are documents on Texas and the expansion of slavery into that region, efforts on the part of southern extremists before the Civil War to renew the African slave trade, the exodus of slaves early in the Civil War when federal troops entered the South, and debates over colonization.
This collection concludes with a brilliant essay by Frederick Douglass that asks the question: "What shall be done with the Negro?" The volume is aimed at scholars, students, and general readers.

When good deeds become policy
American soldiers have provided medical aid to civilians in many wars, and no less in the Vietnam War, where there were more than forty million contacts between U.S. medical personnel and Vietnamese civilians.
Robert J. Wilensky, using data derived from extensive archival research as well as his personal experience in Vietnam, shows how medical aid to Vietnamese civilians, at first based simply on good will, became policy. The original Medical Civic Action Program (MEDCAP), by which unit medical teams treated civilians in their area, soon expanded to other acronymically designated programs: the Military Provincial Hospital (later Health) Assistance Program (MILPHAP), the Civilian War Casualty Program (CWCP), and the Provincial Health Assistance Program (PHAP).
Although MEDCAP treated many, American doctors were uniformly unhappy about the superficial care they were able to give. Labs, x-ray machines, and surgery were not available at the unit level; follow-up was sketchy or nonexistent. Other programs became so politicized that they were almost ineffective. Coordination with the government of South Vietnam was poor, creating areas that were underserved.
Most important, there is no evidence that the good will built by U.S. doctors transferred to South Vietnamese forces. American programs may have emphasized the inability of the Republic of Vietnam to provide basic health care to its own people and may have demonstrated to Vietnamese civilians that foreign soldiers cared more for them than their own troops did. If that is the case, the programs actually did more harm than good in the attempt to win hearts and minds.

1992 has been an explosive year for racial relations in the United States--from the reactions to the Rodney King verdict to debate about Malcolm X and the film portrayal of his role in American history. What relations do the recent events in Los Angeles have to the Watts Riots in 1965? Violence in the Black Imagination shows that these recent events force us to understand the history of racism in America and its legacy of antagonism and violence. Ronald T. Takaki presents three short novels of major African-American leaders in the nineteenth century: Frederick Douglass, the leading black abolitionist; Martin Delany, the father of black nationalism; and William Wells Brown, a pioneer of the black novel. The novels are accompanied by substantive essays which provide both biographical information on the author and explore the common theme of their work--the issue of black revolutionary violence in antebellum America. The work includes a new preface which examines the 1992 South Central Los Angeles racial explosion in relationship to Martin Luther King, Jr., Malcolm X, and the 1965 Watts Riot.

Race first emerged as an important ingredient of New York City's melting pot when it was known as New Amsterdam and was a fledgling colonial outpost on the North American frontier. Thelma Wills Foote details the arrival of the first immigrants, including African slaves, and traces encounters between the town's inhabitants of African, European, and Native American descent, showing how racial domination became key to the building of the settler colony at the tip of Manhattan Island. During the colonial era, the art of governing the city's diverse and factious population, Foote reveals, involved the subordination of confessional, linguistic, and social antagonisms to binary racial difference. Foote investigates everyday formations of race in slaveowning households, on the colonial city's streets, at its docks, taverns, and marketplaces, and in the adjacent farming districts. Even though the northern colonial port town afforded a space for black resistance, that setting did not, Foote argues, effectively undermine the city's institution of black slavery. The history of New York City demonstrates that the process of racial formation and the mechanisms of racial domination were central to the northern colonial experience and to the founding of the United States.

For many people, Pennsylvania's contribution to the Civil War goes little beyond the battle of Gettysburg. The North in general has received for less attention than the Confederacy in the historiography of the Civil War - a weakness in the literature that this book will help to address. The essays in this volume suggest ways to reconsider the impact of the Civil War on Pennsylvania and the way its memory remains alive even today. Making and Remaking Pennsylvania's Civil War contains a wealth of new information about Pennsylvania during the war years. For instance, as many as 2,000 Pennsylvanians defected to the Confederacy to fight for the Southern cause. And during the advance of Lee's army in 1863, residents of the Gettysburg area gained a reputation throughout North and South as a stingy people who wanted to make money from the war rather than sacrifice for the Union. But the state also displayed loyalty and commitment to the cause of freedom. Pittsburgh served as the site for one of the first public monuments in the country dedicated to African Americans, Women of the Commonwealth also contributed mightly through organizing sanitary fairs or helping in ways that belied their roles as keepers of the domestic world. And readers will learn from an African American soldier's letters how blacks helped win their own liberation. The ten essays contained in Making and Remaking Pennsylvania's Civil War cover events on the battlefield but also reflect the current trends to understand the motivations of soldiers and the impact of war on civilians, rather than focusing solely on battles or leadership. The essays also employ interdisciplinary techniques, as well as raise gender and racial questions. They incorporate a more expansive time frame than the four years of the conflict by looking not only at the making of the war but also at its remaking - or how a public revisits the past to suit contemporary needs.

This work explores how Soviet analysts interpret American domestic politics and social movements by examining their answers to such questions as: "Who rules America?" "How do these rulers stay in power?" and "How do the major classes interact in the American social and political arenas?" Mills demonstrates that, despite growing Soviet understanding of the American political system and their increasing interpretive emphasis on elites rather than classes, Soviet analysis continues to be constrained by an intricate "mindset" that resists modification. For years proposals for gun control and the ownership of firearms have been among the most contentious issues in American politics. For public authorities to make reasonable decisions on these matters, they must take into account facts about the relationship between guns and violence as well as conflicting constitutional claims and divided public opinion. In performing these tasks, legislators need adequate data and research to judge both the effects of firearms on violence and the effects of different violence control policies. Readers of the research literature on firearms may sometimes find themselves unable to distinguish scholarship from advocacy.

The Crucible of Race, a major reinterpretation of black-white relations in the South, was widely acclaimed on publication and compared favorably to two of the seminal books on Southern history: Wilbur J. Cash's The Mind of Jim Crow. Representing 20 years of research and writing on the history of the South, The Crucible of Race explores the large topic of Southern race relations for a span of a century and a half. Oxford is pleased to make available an abridgement of this parent volume: A Rage for Order preserves all the theme lines that were advanced in the original volume and many of the individual stories. As in Crucible of Race, Williamson here confronts the awful irony that the war to free blacks from slavery also freed racism. He examines the shift in the power base of Southern white leadership after 1850 and recounts the terrible violence done to blacks in the name of self-protection. This condensation of one of the most important interpretations of Southern history is offered as a means by which a large audience can grasp the essentials of black-white relations--a problem that persists to this day and one with which we all must contend--North and South, black and white.

This book explores an important boundary between history and literature: the antebellum reading public for books written by Americans. Zboray describes how fiction took root in the United States and what literature contributed to the readers' sense of themselves. He traces the rise of fiction as a social history centered on the book trade and chronicles the large societal changes shaping, circumscribing, and sometimes defining the limits of the antebellum reading public. A Fictive People explodes two notions that are commonplace in cultural histories of the nineteenth century: first, that the spread of literature was a simple force for the democratization of taste, and, second, that there was a body of nineteenth-century literature that reflected a "nation of readers." Zboray shows that the output of the press was so diverse and the public so indiscriminate in what it would read that we must rethink these conclusions. The essential elements for the rise of publishing turn out not to be the usual suspects of rising literacy and increased schooling. Zboray turns our attention to the railroad as well as private letter writing to see the creation of a national taste for literature. He points out the ambiguous role of the nineteenth-century school in encouraging reading and convincingly demonstrates that we must look more deeply to see why the nation turned to literature. He uses such data as sales figures and library borrowing to reveal that women read as widely as men and that the regional breakdown of sales focused the power of print.

In June 1854 the Grand Excursion celebrated in festive style the completion of the Chicago and Rock Island Railroad to the Mississippi River. Hundreds of dignitaries including newspaper editors and other journalists, politicians, academics, writers, artists, business and industry leaders, and railroad officials were among those who traveled by rail from Chicago to Rock Island, Illinois, then by steamboat to St. Paul in Minnesota Territory. The travelers were shown a region undergoing rapid settlement by Europeans—an area of great natural beauty that offered much promise for additional development.
One hundred and fifty years later, the thirteen essays in this volume examine the activities and environments of the 1854 Grand Excursion and place them in the context of an evolving regional identity for the Upper Mississippi River Valley based on the economy, culture, geography, and history of the area. In a series of "excursions," the contributors explore the building of the Chicago and Rock Island Railroad, eastern newspaper accounts of the 1854 excursion, steamboating, the area’s pictorial landscape, passenger trains along the scenic river, the genesis and features of river towns, the control of the river for navigation, the development of preserves, parks, and recreation areas, the lumber industry, and commercial fishing. The book concludes by examining the resurgence of river-oriented development, as river towns are once again embracing the Mississippi.
Generously illustrated with maps, engravings, ephemera, and historic and present-day photographs, Grand Excursions on the Upper Mississippi River will be appreciated by tourists and residents of the area, river aficionados, and railroad and steamboat history buffs as well as academics interested in the history, geography, and regional development of the area.
