Frank Sinatra, with his mob ties, his ardent New Deal politics and his friendship with John F. Kennedy, was a natural target for J. Edgar Hoover's FBI, which spied on countless citizens. The Bureau's secret 1,275-page dossier on the singer was released in 1998 in response to Freedom of Information Act requests. This compilation of excerpts, supplemented by other declassified documents and explanatory commentary, certainly shocks. Sinatra fans will be livid to learn how their idol was spied on, harassed, even smeared by the FBI over the years. Journalist brothers Tom Kuntz and Phil Kuntz (of the New York Times and Wall Street Journal, respectively) present evidence that scandalmongering journalists fed the bureau unsubstantiated, damaging rumors that the FBI pursued; in exchange, the FBI occasionally doled out dirt on Sinatra to the press. Charting the crooner's metamorphosis from prominent supporter of left-leaning causes to conservative campaigner for Reagan and Nixon, this dossier reveals that for a year Hoover investigated Sinatra's alleged Communist affiliations, but came up empty-handed. The FBI documents provide many glimpses of Sinatra's associations with mobsters, his rendezvous with prostitutes, his extramarital affair with Ava Gardner (who became his second wife). Readers learn that the budding star, to get an exemption from military service, told draft-board doctors that he had an irrational fear of crowds. Dean Martin, Marilyn Monroe, JFK, Peter Lawford, Chicago mob boss Sam Giancana and his girlfriend, singer Phyllis McGuire, also turn up in these memos and transcripts. The book's most explosive sections reveal the sleazy underside of Camelot.

The New Deal established the contours and character of modern American democracy. It created an anchor and a reference point for American liberal politics through the struggles for racial, gender, and economic equality in the five decades that followed it. Indeed, the ways that liberalism has changed in meaning since the New Deal provide a critical prism through which to understand twentieth-century politics. From the consensus liberalism of the war years to the strident liberalism of the sixties to the besieged liberalism of the eighties and through the more recent national debates about welfare reform and Social Security privatization, the prominent historians gathered here explore the convoluted history of the complex legacy of the New Deal and its continuing effect on the present. "Moral Geography" traces the development of a moral basis for American expansionism, as Protestant missionaries, using biblical language and metaphors, imaginatively conjoined the cultivation of souls with the cultivation of land and made space sacred. Contributions of the Corps of Engineers to victory in war, and to our country's peacetime history, are well known and appreciated. The skill and versatility of this talented body of soldiers met a supreme test in operations against the Japanese, many of which were conducted in the most primitive and undeveloped regions of the world. Engineers built the Alaska Highway, Canol, and the Ledo Road in Burma. They cleared the jungles to build airfields for heavy bombers and supervised the work of Filipinos, Chinese, and Melanesians as they built runways by hand. They built ports, roads, and docks where none had existed. Indeed, one of the most familiar recollections of the U.S. veteran of the war against Japan is the ubiquitous engineer operating a bulldozer. Dr. Dod's subject is vast and varied, and he has worked hard and capably to fit it into the confines of a single volume. He has made an original contribution to knowledge in the highly technical areas of Engineer problems, organization, equipment, supply, administration, and operations.

In this, the last volume dealing with the performance of the Corps of Engineers during World War II, the Corps' support of the war in the European and North African theaters is recounted in detail. This narrative makes clear the indispensible role of the military engineer at the fighting front and his part in maintaining Allied armies in the field against European Axis powers. American engineers carried the fight to enemy shores by their mastery of amphibious warfare. In building and repairing road and rail nets for the fighting forces, they wrote their own record of achievement. In supporting combat and logistical forces in distant lands, these technicians of war transferred to active theaters many of the construction and administrative functions of the peacetime Corps, so heavily committed to public works at home. The authors of this volume have reduced a highly complex story to a comprehensive yet concise account of American military engineers in the two theaters of operations where the declared main enemy of the war was brought to unconditional surrender. The addition of this account to the official U.S. Army in World War II series closes the last remaining gaps in the history of the technical services in that conflict.

Chapters are arranged either chronologically or thematically, with clear headings and subheadings. Biographies profiles 60 people from the era, including political and military leaders, journalists, authors, protestors, soldiers, and civilians. Primary Sources, the strongest title of the set, draws on letters, speeches, excerpts from memoirs, and reminiscences from a wide spectrum of participants and leaders. The Hillstroms have incorporated recent scholarship but the real strength here is the inclusion of so many points of view. The books feature captioned black-and-white photos, many of which are among the best known of the era. Sidebars provide additional information, and each chapter, biography, or primary source has a bibliography, a real help for researchers. Although these books will provide students with outstanding report material, they are so well written they could be recommended to general readers. A comprehensive, objective resource.

The twentieth century witnessed the greatest changes in technology and science that humans have ever witnessed. These occurred rapidly and affected such a broad range of people. Scientists, inventors, and engineers built upon the great inventions of the 19th century to expand the reach of modern technology - for a citizen in 1900, communication, transportation, and agricultural was still primarily local activities; by 2000, an American citizen was part of an interconnected global community. These developments in science and technology were also important in the social and cultural changes of the period. Is the Central Intelligence Agency a bulwark of freedom against dangerous foes, or a malevolent conspiracy to spread American imperialism? A little of both, according to this absorbing study, but, the author concludes, it is mainly a reservoir of incompetence and delusions that serves no one's interests well. Pulitzer Prize–winning New York Times correspondent Weiner musters extensive archival research and interviews with top-ranking insiders, including former CIA chiefs Richard Helms and Stansfield Turner, to present the agency's saga as an exercise in trying to change the world without bothering to understand it. Hypnotized by covert action and pressured by presidents, the CIA, he claims, wasted its resources fomenting coups, assassinations and insurgencies, rigging foreign elections and bribing political leaders, while its rare successes inspired fiascoes like the Bay of Pigs and the Iran-Contra affair. Meanwhile, Weiner contends, its proper function of gathering accurate intelligence languished. With its operations easily penetrated by enemy spies, the CIA was blind to events in adversarial countries like Russia, Cuba and Iraq and tragically wrong about the crucial developments under its purview, from the Iranian revolution and the fall of communism to the absence of Iraqi WMDs. Many of the misadventures Weiner covers, at times sketchily, are familiar, but his comprehensive survey brings out the persistent problems that plague the agency. The result is a credible and damning indictment of American intelligence policy.

More than ever, Americans rely on independent special districts to provide public services. The special district—which can be as small as a low-budget mosquito abatement district or as vast as the Port Authority of New York and New Jersey—has become the most common form of local governance in the United States. In Governing the Tap, Megan Mullin examines the consequences of specialization and the fragmentation of policymaking authority through the lens of local drinking-water policy.Directly comparing specific conservation, land use, and contracting policies enacted by different forms of local government, Mullin investigates the capacity of special districts to engage in responsive and collaborative decision making that promotes sustainable use of water resources. She concludes that the effect of specialization is conditional on the structure of institutions and the severity of the policy problem, with specialization offering the most benefit on policy problems that are least severe.Mullin presents a political theory of specialized governance that is relevant to any of the variety of functions special districts perform. History of Operations Research in the United States Army, 1942-1962 is the first of three planned volumes, each to cover a different time span, that will eventually be integrated into a single formal volume. Operations research (OR) emerged during World War II as an important means of assisting civilian and military leaders in making scientifically sound improvements in the design and performance of weapons and equipment. OR techniques were soon extended to address questions of tactics and strategy during the war and, after the war, to matters of high-level political and economic policy. Until now, the story of why and how the U.S. Army used OR has remained relatively obscure. This comprehensive history offers important insights into the natural tension between military leaders and civilian scientists, the establishment and growth of Army OR organizations, the use of OR techniques, and the many contributions that OR managers and analysts have made to the growth and improvement of the Army since 1942. The upcoming two volumes will take the story up to modern times. This account should be of interest not only to the Army's analysis community, but also to civilian leaders and military commanders and staff officers at all levels.
