Violent crimes include: murder and non-negligent manslaughter forcible rape robbery aggravated assault Property crimes include: burglary larceny-theft motor vehicle theft arson Nationwide, there were an estimated 1,382,012 violent crimes and 9,767,915 property crimes in 2008. The number of violent crimes in declined for the second year in a row. Property crimes also declined in 2008, marking the sixth straight year these offenses dropped below the previous year's total. Nearly 90 percent of the estimated number of violent crimes in the United States occurred in MSAs, 5.7 percent occurred in cities outside MSAs, and 4.5 percent occurred in nonmetropolitan counties. By community type, the violent crime rates were estimated at 489.0 incidents per 100,000 inhabitants in MSAs, 392.0 incidents per 100,000 inhabitants in cities outside MSAs, and 205.1 incidents per 100,000 inhabitants in nonmetropolitan counties. Law enforcement agencies made 14,005,615 arrests, excluding traffic violations, in 2008. Of these arrests, 594,911 were for violent crimes and 1,687,345 were for property crimes. The arrest rate for violent crimes was 198.2 per 100,000 persons. For property crime, the rate was 565.2 arrests per 100,000 inhabitants. The most frequent arrests made in 2008 were for drug abuse violations (estimated at 1,702,537 arrests). These arrests made up 12.2 percent of the total number of all arrests. In 2008, 45.1 percent of violent crimes and 17.4 percent of property crimes nationwide were cleared by arrest or exceptional means. A breakdown of the clearances for violent crimes for 2008 revealed that the nation's law enforcement agencies cleared 63.6 percent of murder offenses, 54.9 percent of aggravated assault offenses, 40.4 percent of forcible rape offenses, and 26.8 percent of robbery offenses. The data for property crimes showed that agencies cleared 19.9 percent of larceny-theft offenses, 12.5 percent of burglary offenses, and 12.0 percent of motor vehicle theft offenses. Collectively, victims of property crime lost an estimated $17.2 billion.

But now with the publication of Bourbon for Breakfast: Living Outside the Statist Quo, a compilation of many and all of them magnificent shorter writings, he will no longer be able to hide his light under the proverbial bushel.

While numerous accounts exist of President Abraham Lincoln's often-troubled dealings with either his cabinet or his generals, Chester G. Hearn's illuminating history pres the first broad synthesis of Lincoln's complex relationship with both groups. As such, it casts new light on much of the behind-the-scenes interplay, intrigue, and sparring between the president and his advisors and military commanders during the most precarious years of the Civil War.
Turning first to Lincoln's cabinet, Hearn explains that Lincoln exercised a unique decision-making process: he reached a firm conclusion on an issue, but then he debated it endlessly with his cabinet or generals as if still undecided. To ensure the liveliest discourse, Lincoln appointed as his advisors men with widely differing political motivations. The Republican Lincoln spent four years attempting to bring together his cabinet of former Whigs and Democrats in the spirit of cooperation, but he never completely achieved his purpose. Hearn explores the president's relationship with this cabinet, the problems he encountered selecting it, and the difficulties he experienced attempting to maintain ideological balance while trying to maneuver around those who disagreed with him.
Lincoln never broached a subject that did not create some level of dissent within the cabinet, and differences in political philosophy and personal rivalries led to great debate over the running of the administration, the selection of generals, foreign relations and military mobilization, emancipation, freedom of the , civil rights, and other issues. Still, Hearn asserts, Lincoln's ability to navigate internal scuffles and external turmoil helped to define his presidency.
Hearn next demonstrates convincingly that even with these difficulties, Lincoln manipulated his cabinet far more adroitly than he did his generals. Many of Lincoln's top military commanders had political aspirations or agendas of their own, while others were close friends of his intransigent cabinet members. Having assumed the role as de facto army chief, Lincoln took responsibility for the mishandling of battles fought by his generals, some of whom were incompetent and unmanageable politicians. Hearn examines the often-disastrous generalship and its impact on Lincoln and the cabinet, as well as the public, the , and Congress.
Based on over a decade of research, Lincoln, the Cabinet, and the Generals offers both a fresh perspective on and a new interpretation of Lincoln's presidency--one that reveals the leadership genius as well as the imperfections of America's sixteenth president.

Condoleezza Rice has excelled as a diplomat, political scientist, and concert pianist. Her achievements run the gamut from helping to oversee the collapse of communism in Europe and the decline of the Soviet Union, to working to protect the country in the aftermath of 9-11, to becoming only the second woman - and the first black woman ever -- to serve as Secretary of State.
But until she was 25 she never learned to swim.
Not because she wouldn't have loved to, but because when she was a little girl in Birmingham, Alabama, Commissioner of Public Safety Bull Connor decided he'd rather shut down the city's pools than give black citizens access.
Throughout the 1950's, Birmingham's black middle class largely succeeded in insulating their children from the most corrosive effects of racism, pring multiple support systems to ensure the next generation would live better than the last. But by 1963, when Rice was applying herself to her fourth grader's lessons, the situation had grown intolerable. Birmingham was an environment where blacks were expected to keep their head down and do what they were told -- or face violent consequences. That spring two bombs exploded in Rice’s neighborhood amid a series of chilling Klu Klux Klan attacks. Months later, four young girls lost their lives in a particularly vicious bombing.
So how was Rice able to achieve what she ultimately did?
Her father, John, a minister and educator, instilled a love of sports and politics. Her mother, a teacher, developed Condoleezza’s passion for piano and exposed her to the fine arts. From both, Rice learned the value of faith in the face of hardship and the importance of giving back to the community. Her parents’ fierce unwillingness to set limits propelled her to the venerable halls of Stanford University, where she quickly rose through the ranks to become the university’s second-in-command. An expert in Soviet and Eastern European Affairs, she played a leading role in U.S. policy as the Iron Curtain fell and the Soviet Union disintegrated. Less than a decade later, at the apex of the hotly contested 2000 presidential election, she received the exciting news – just shortly before her father’s death – that she would go on to the White House as the first female National Security Advisor.
As comfortable describing lighthearted family moments as she is recalling the poignancy of her mother’s cancer battle and the heady challenge of going toe-to-toe with Soviet leaders, Rice holds nothing back in this remarkably candid telling. This is the story of Condoleezza Rice that has never been told, not that of an ultra-accomplished world leader, but of a little girl – and a young woman -- trying to find her place in a sometimes hostile world and of two exceptional parents, and an extended family and community, that made all the difference.

Today, American mental health law and policy promote the restoring of "law and order" in the community rather than protecting civil liberties for the individual. This compelling book recounts how and why mental health law is being reshaped to safeguard society rather than mentally ill citizens. The authors, both experts in the field, convincingly demonstrate how rapidly changing American values ignited two very different visions of justice for the mentally ill. They argue that during the "Liberal era"-- from 1960 to 1980-- Americans staunchly supported civil liberties for all, particularly for disadvantaged citizens like the mentally ill. Also, criminal law provided ample opportunities for mentally ill offenders to avoid criminal punishment for their crimes, and restrictive civil commitment laws made it difficult to hospitalize the mentally disabled against their will. Seven minutes into the first patrol a firefight erupts. Quickly, the Marines of Rage Company became acquainted with the nature of counterinsurgency.
