No-fault automobile-insurance regimes were the culmination of decades of dissatisfaction with the use of the traditional tort system for compensating victims of automobile accidents. They promised quicker, fairer, less-contentious, and, it was hoped, less-expensive resolution of automobile-accident injuries. This monograph considers how these plans have fared.


To many commentators and policymakers in the 1970s, it appeared as though no-fault automobile insurance was a genuinely superior policy innovation that would displace conventional tort-based automobileinsurance regimes. More than 30 years later, no-fault has lost much of its popularity among insurers and consumer groups. What happened?
This monograph provides an overview of the experience in the United States with no-fault automobile insurance and the factors that led to its decline in popularity among insurers, consumer groups, and legislatures. We explore the history of no-fault and examine its performance relative to other approaches for automobile-accident compensation. We draw from a variety of data sources, including qualitative interviews, surveys, and administrative databases, to evaluate the successes and failures of no-fault and consider its likely future in the United States.

"The Pacificus-Helvidius Debates of 1793-1794" matched Hamilton and Madison in the first chapter of an enduring discussion about the proper roles of the executive and legislative branches in the conduct of American foreign policy. Ignited by President Washington's "Neutrality Proclamation of 1793", the debate addressed whether Washington had the authority to declare America neutral, despite an early alliance treaty with France. Hamilton argued that Washington's actions were constitutional and that friction between the two branches was an unavoidable, but not harmful, consequence of the separation of powers. Madison countered that Washington's proclamation would introduce "new principles and new constructions" into the Constitution. While the Pacificus-Helvidius debates did not resolve this ongoing constitutional controversy, they did define the grounds upon which this question was to be examined, to this very day.

In the popular imagination the picture of slavery, frozen in time, is one of huge cotton plantations and opulent mansions. However, in over a hundred years of history detailed in this book, the hard reality of slavery in Mississippi's antebellum world is strikingly different from the one of popular myth. It shows that Mississippi's past was never frozen, but always fluid. It shows too that slavery took a number of shapes before its form in the late antebellum mold became crystalized for popular culture. The colonial French introduced African slaves into this borderlands region situated on the periphery of French, Spanish, and English empires. In this frontier, planter society made unsuccessful attempts to produce tobacco, lumber, and indigo. Slavery outlasted each failed harvest. Through each era plantation culture rode the back of a system far removed from the romantic stereotype. Almost simultaneously as Mississippi became a United States territory in the 1790s, cotton became the cash crop. The booming King Cotton economy changed Mississippi and adapted the slave system that was its foundation. Some Mississippi slaves resisted this grim oppression and rebelled by flight, work slowdowns, arson, and conspiracies. In 1835 a slave conspiracy in Madison County provoked such draconian response among local slave holders that planters throughout the state redoubled the iron locks on the system. Race relations in the state remained radicalized for many generations to follow.

In the first half of the twentieth century, white elites who dominated Virginia politics sought to increase state control over African Americans and lower-class whites, whom they saw as oversexed and lacking sexual self-restraint. In order to reaffirm the existing political and social order, white politicians legalized eugenic sterilization, increased state efforts to control venereal disease and prostitution, cracked down on interracial marriage, and enacted statewide movie censorship. Providing a detailed picture of the interaction of sexuality, politics, and public policy, Pippa Holloway explores how these measures were passed and enforced. The white elites who sought to expand government's role in regulating sexual behavior had, like most southerners, a tradition of favoring small government, so to justify these new policies, they couched their argument in economic terms: a modern, progressive government could provide optimum conditions for business growth by maintaining a stable social order and a healthy, docile workforce. Holloway's analysis demonstrates that the cultural context that characterized certain populations as sexually dangerous worked in tandem with the political context that denied them the right to vote. This perspective on sexual regulation and the state in Virginia offers further insight into why white elite rule mattered in the development of southern governments.

Focusing on top civilian and military advisors within the national security establishment, this significant book looks at four case studies and concludes that when it comes to civil-military relations within the Department of Defense, balanced approaches produce more effective policies and outcomes than dominating structures.Perhaps counter-intuitively, Gibson also argues that this partnership approach at the Pentagon also facilitates more effective civilian control of the military where elected leaders provide direction, decision-making and ensure accountability. What is required is different (although not new, as Gibson points out while reviewing the historical record) thinking concerning how key relationships at the Pentagon ought to be arranged. Specifically, Gibson argues that there needs to be recognition that top-level political appointees and the highest ranking generals in the US military form a "civil-military nexus" and this entity has the primary responsibility for providing elected leaders (both the President and Congress) with strategic analysis, options, and advice as they sort through alternatives prior to making weighty decisions.The culmination of Gibson's treatise is the advancement of the "Madisonian approach" to civilian control of the military, a normative framework designed to replace the false choice of Samuel Huntington's "Objective Control" model and the bad choice of the "Subjective Control" model, initially practiced by Defense Secretary Robert McNamara and most recently by Defense Secretary Donald Rumsfeld. The Madisonian approach calls for changes in US law (revisions to Goldwater-Nichols) and new norms to guide the interactions of key participants who populate the civil-military nexus.This book is destined to influence US strategic thinking and should be added to the syllabus of courses in civil-military relations, strategic studies, and military history. Some of Gibson's recommendations may be controversially received, but given the struggling US policy in Iraq, the time is right for a critical review of US civil-military relations and this book provides the departure point for analysis and a potential way forward.

Musical accompaniment was an important feature of the early moviegoing experience. The quality of a musical score could easily make or break silent films, and the songs sometimes became more popular than the films. At the same time, interestingly, the silent cinema became itself a major subject in popular music, inspiring a flood of songs about the films, the stars and the experience of going to the movies. Today, few of these songs are remembered. This study begins the documentation of the lost history of songs of the silent cinema. Part One, "Movies and Moviegoing," chronologically lists and describes songs about movies and moviegoing created between 1896 and 1929. Part Two, "Movie Personalities and Their Films," provides a brief biography of each person and a description of the songs created about them and for their films. Part Three, "Recordings," reviews the recordings of these songs and specifies their availability on 78, LP, CD, DVD and the Internet today.

At least a hundred indigenous Indian languages are known to have been spoken in Mesoamerica, the cultural area that includes most of Mexico and part of South America, but it is only in the past fifty years that many of them have been adequately described. For some we still have no more than a partial description, often in an obscure source. Professor Suárez draws together this considerable mass of scholarship in a general survey that will provide an invaluable source of reference. The approach is primarily descriptive, and a major part of the volume is concerned with synchronic descriptions of phonology, morphology and syntax. The volume will be of interest and importance both to general linguists and to others with a serious interest in Mesoamerican culture and society.

An unconventional history is one that challenges some of the myths scholars have employed to explain our past. In these two volumes Kaplan shows that every war in US history was waged either over the issue of land or for its acquisition. Ironically, until our independence from Great Britain, all the lands occupied by the 13 colonies were legally the property of the King, granted under royal charters which precluded outright ownership. Jefferson understood this salient fact, and when he wrote the preamble to the Declaration of Independence he omitted property as one of the inalienable rights endowed by the Creator, substituting instead the euphemism of the pursuit of happiness.

This book highlights the role that domestic politics has played in the evolution of U.S. nuclear weapons policy up to the present. Mlyn focuses on the relationship among the three levels of this policy: public statements, force posture, and nuclear targeting. He shows that although state officials since 1960 maintained a policy of Mutual Assured Destruction (MAD) in public, U. S. nuclear targeting in fact embraced Nuclear Utilization Theory (NUTS). Because this view of using nuclear weapons to fight a limited nuclear war was unpopular with the public, however, state officials did not articulate it fully until the early 1980s. Thus, although the Reagan administration was accused of radically changing nuclear weapons policy, it was actually continuing a long trend more openly.
