All who lived in the early 1950s remember the fear of polio and the elation felt when a successful vaccine was found. Now David Oshinsky tells the gripping story of the polio terror and of the intense effort to find a cure, from the March of Dimes to the discovery of the Salk and Sabin vaccines--and beyond.
Here is a remarkable portrait of America in the early 1950s, using the widespread panic over polio to shed light on our national obsessions and fears. Drawing on newly available papers of Jonas Salk, Albert Sabin and other key players, Oshinsky paints a suspenseful portrait of the race for the cure, weaving a dramatic tale centered on the furious rivalry between Salk and Sabin. Indeed, the competition was marked by a deep-seated ill will among the researchers that remained with them until their deaths. The author also tells the story of Isabel Morgan, perhaps the most talented of all polio researchers, who might have beaten Salk to the prize if she had not retired to raise a family. As backdrop to this feverish research, Oshinsky offers an insightful look at the National Foundation for Infantile Paralysis, which was founded in the 1930s by FDR and Basil O'Connor. The National Foundation revolutionized fundraising and the perception of disease in America, using "poster children" and the famous March of Dimes to raise hundreds of millions of dollars from a vast army of contributors (instead of a few well-heeled benefactors), creating the largest research and rehabilitation network in the history of medicine. The polio experience also revolutionized the way in which the government licensed and tested new drugs before allowing them on the market, and the way in which the legal system dealt with manufacturers' liability for unsafe products. Finally, and perhaps most tellingly, Oshinsky reveals that polio was never the raging epidemic portrayed by the media, but in truth a relatively uncommon disease. But in baby-booming America--increasingly suburban, family-oriented, and hygiene-obsessed--the specter of polio, like the specter of the atomic bomb, soon became a cloud of terror over daily life.

Wall Street is the stuff of legend and a source of nightmares, a force so powerful in American society--and, indeed, in world economics and culture--that it has become an almost universal symbol of both the highest aspirations of commercial success and the basest impulses of greed and deception. How did such a small, concentrated pocket of lower Manhattan came to have such enormous influence in national and world affairs. In this wide-ranging volume, economic historian Charles Geisst answers this question as he provides the first history of Wall Street, ranging from the loose association of traders meeting on New York sidewalks and coffee houses in the late 18th century, to the modern billion-dollar computer-driven colossus of today.
Here is a fascinating chronicle of America's securities industry and of its role in our nation's economic development. Geisst's narrative ranges over two centuries, from just after the Revolutionary War, to the California Gold Rush and the economic boom (for the North) of the Civil War, to the great stock market crash of 1929, right up to the recent junk bond frenzy and the merger mania of the 1980s that culminated in the fall of Drexel Burnham. The book traces many themes--the move of industry and business westward in the early 19th century, the rise of the great Robber Barons, the influence of the securities market on incredible growth of industry, particularly in the innovative financing of the railroads and major steel companies and crucial investments in Bell's and Edison's technical innovations. Geisst also looks at the gradual increase in government involvement in Wall Street, revealing how regulation had been minimal at first and many investors had suffered from the abuses of corrupt firms. But with the beginning of the New Deal, the government stepped in to pass a series of laws--centered on the Securities Exchange Commission--that severely restricted the ways that Wall Street firms could operate. Here began a heated debate that still rages today between those who want unfettered license to operate as they please and those who want the government to regulate the market to curb corruption. Of course, "The Street" has always been a breeding ground for characters with brazen nerve, and no history of the stock market would be complete without a look at the most ruthless wheeler dealers. Geisst for instance details the manipulations by which Jay Gould and associates cornered the gold market, leading to the terrifying market crash on "Black Friday" in September 1869. Here too are battles of will between powerful personalities and the determined rise to power of such "self made men" as John Jacob Astor, John D. Rockefeller, and Cornelius "Commodore" Vanderbilt--as well as the connivings of lesser known deal makers like William Crapo "Billy" Durant, reputed to have made $50 million in three months shortly before the stock market crash in 1929.

The Vikings called North America "Vinland," the land of wine. Giovanni de Verrazzano, the Italian explorer who first described the grapes of the New World, was sure that "they would yield excellent wines." And when the English settlers found grapes growing so thickly that they covered the ground down to the very seashore, they concluded that "in all the world the like abundance is not to be found." Thus, from the very beginning the promise of America was, in part, the alluring promise of wine. How that promise was repeatedly baffled, how its realization was gradually begun, and how at last it has been triumphantly fulfilled is the story told in this book.
It is a story that touches on nearly every section of the United States and includes the whole range of American society from the founders to the latest immigrants. Germans in Pennsylvania, Swiss in Georgia, Minorcans in Florida, Italians in Arkansas, French in Kansas, Chinese in California--all contributed to the domestication of Bacchus in the New World. Public controversies over issues ranging from global warming to biotechnology have politicized scientific expertise and research. Some respond with calls for restoring a golden age of value-free science. More promising efforts seek to democratize science. But what does that mean? Can it go beyond the typical focus on public participation? How does the politics of science challenge prevailing views of democracy? In Science in Democracy, Mark Brown draws on science and technology studies, democratic theory, and the history of political thought to show why an adequate response to politicized science depends on rethinking both science and democracy.

Brown enlists such canonical and contemporary thinkers as Machiavelli, Hobbes, Rousseau, Dewey, and Latour to argue that the familiar dichotomy between politics and science reinforces a similar dichotomy between direct democracy and representative government. He then develops an alternative perspective based on the mutual shaping of participation and representation in both science and politics. Political representation requires scientific expertise, and scientific institutions may become sites of political representation. Brown illustrates his argument with examples from expert advisory committees, bioethics councils, and lay forums. Different institutional venues, he shows, mediate different elements of democratic representation. If we understand democracy as an institutionally distributed process of collective representation, Brown argues, it becomes easier to see the politicization of science not as a threat to democracy but as an opportunity for it.
