This handbook attempts to add perspective and analysis to the sort of facts already found in several good reference works. In his lenghthy introduction, Thompson (public administration, Univ. of Missouri) discusses indigenous North Americans in the context of an explication of sovereignty and presents gambling's relationship to Native American economic development, an approach not taken in other Native American reference works. A useful chapter collects court cases, legislation, and statistics, and, as in most other works of this sort, an organization directory and annotated bibliography are included. The Points of View section is perhaps the most useful, excerpting the now poignant words of Native leaders in response to two centuries of majority action. This volume's weaknesses include a detailed but sloppily written and uneven chronology and a too-brief glossary that should have included pronunciation. Also, the biographical sketches include Native leaders throughout history but only list opposing European leaders prior to the 20th century. Ultimately, this book tries to do too much and fails. Too broad and not sufficiently deep, it is an imperfect match for the "Contemporary World Issues" series; many pieces do not treat current Native concerns, and in some cases considerable scholarship is needed to separate fact from opinion. Comprehensive collections could consider, but small and medium collections would be better served by the Native North American Almanac (Gale, 1994), a more clearly organized source for much of the ready-reference information covered here. In the 1949 classic Killers of the Dream, Lillian Smith described three racial "ghosts" haunting the mind of the white South: the black woman with whom the white man often had sexual relations, the rejected child from a mixed-race coupling, and the black mammy whom the white southern child first loves but then must reject. In this groundbreaking work, Robert H. Brinkmeyer, Jr., extends Smith's work by adding a fourth "ghost" lurking in the psyche of the white South--the specter of European Fascism. He explores how southern writers of the 1930s and 1940s responded to Fascism, and most tellingly to the suggestion that the racial politics of Nazi Germany had a special, problematic relevance to the South and its segregated social system.
As Brinkmeyer shows, nearly all white southern writers in these decades felt impelled to deal with this specter and with the implications for southern identity of the issues raised by Nazism and Fascism. Their responses varied widely, ranging from repression and denial to the repulsion of self-recognition. With penetrating insight, Brinkmeyer examines the work of writers who contemplated the connection between the authoritarianism and racial politics of Nazi Germany and southern culture. He shows how white southern writers--both those writing cultural criticism and those writing imaginative literature--turned to Fascist Europe for images, analogies, and metaphors for representing and understanding the conflict between traditional and modern cultures that they were witnessing in Dixie.
Brinkmeyer considers the works of a wide range of authors of varying political stripes: the Nashville Agrarians, W. J. Cash, Lillian Smith, William Alexander Percy, Thomas Wolfe, William Faulkner, Katherine Anne Porter, Carson McCullers, Robert Penn Warren, and Lillian Hellman. He argues persuasively that by engaging in their works the vital contemporary debates about totalitarianism and democracy, these writers reconfigured their understanding not only of the South but also of themselves as southerners, and of the nature and significance of their art.

In 1966, thirteen black employees of the Duke Power Company's Dan River Plant in Draper, North Carolina, filed a lawsuit against the company challenging the requirement of a high school diploma or a passing grade on an intelligence test for internal transfer or promotion. In the groundbreaking decision Griggs v. Duke Power (1971), the United States Supreme Court ruled in favor of the plaintiffs, finding such employment practices in violation of Title 7 of the Civil Rights Act of 1964 when they disparately affected minorities, and in doing so delivered a significant anti-employment discrimination verdict. Legal scholars rank Griggs v. Duke Power on par with Brown v. Board of Education (1954) in terms of its importance and impact on eradicating race discrimination from American institutions. In Race, Labor, and Civil Rights, Robert Samuel Smith offers the first full-length historical examination of this important case and its connection to civil rights activism during the second half of the 1960s.
Smith explores all aspects of Griggs, highlighting the sustained energy of the grassroots civil rights community and the critical importance of courtroom activism. After years of nonviolent, direct action protests, Smith shows, African Americans remained vigilant in the 1960s, heading back to the courts to reinvigorate the civil rights acts in an effort to remove the lingering institutional bias left from decades of overt racism. He asserts that alongside the more boisterous expressions of black radicalism of the late sixties, foot soldiers and local leaders of the civil rights community--many of whom were working-class black southerners--mustered ongoing legal efforts to mold Title 7 into meaningful law. Smith also highlights the persistent judicial activism of the NAACP-Legal Defense and Education Fund and the ascension of the second generation of civil rights attorneys.
By exploring the virtually untold story of Griggs v. Duke Power, Smith's enlightening study connects the case and the campaign for equal employment opportunity to the broader civil rights movement and in doing so reveals the civil rights community's continued spirit of legal activism well into the 1970s.

In building up a scenario for the arrival on the shores of Alaska of speakers of languages related to Eskimo-Aleut with genetic roots deep within Sineria, this book touches upon a number of issues in contemporary historical linguistics and archaeology. The Arctic "gateway" to the New World, by acting as a bottleneck, has allowed only small groups of mobile hunter-gatherers through during specific propitious periods, and thus provides a unique testing ground for theories about population and language movements in pre-agricultural times. Owing to the historically attested prevalence of language shifts and other contact phenomena in the region, it is arguable that the spread of genes and the spread of language have been out of step since the earliest reconstructable times, contrary to certain views of their linkage. Proposals that have been put forward in the past concerning the affiliations of Eskimo-Aleut languages are followed up in the light of recent progress in reconstructing the proto-languages concerned. Those linking Eskimo-Aleut with the Uralic languages and Yukagir are particularly promising, and reconstructions for many common elements are presented. The entire region "Great Beringia" is scoured for typological evidence in the form of anomalies and constellations of uncommon traits diagnostic of affiliation or contact. The various threads lead back to mesolithic times in south central Siberia, when speakers of a "Uralo-Siberian" mesh of related languages appears to have moved along the major waterways of Siberia. Such a scenario would acount for the present distribution of these languages and the results of their meeting with remnants of earlier linguistic waves from the Old World to the New.
