In a set of cases decided at the end of the nineteenth century, the Supreme Court declared that Congress had "plenary power" to regulate immigration, Indian tribes, and newly acquired territories. Not coincidentally, the groups subject to Congress' plenary power were primarily nonwhite and generally perceived as "uncivilized." The Court left Congress free to craft policies of assimilation, exclusion, paternalism, and domination. Despite dramatic shifts in constitutional law in the twentieth century, the plenary power case decisions remain largely the controlling law. The Warren Court, widely recognized for its dedication to individual rights, focused on ensuring "full and equal citizenship"--an agenda that utterly neglected immigrants, tribes, and residents of the territories. The Rehnquist Court has appropriated the Warren Court's rhetoric of citizenship, but has used it to strike down policies that support diversity and the sovereignty of Indian tribes. Attuned to the demands of a new century, the author argues for abandonment of the plenary power cases, and for more flexible conceptions of sovereignty and citizenship. The federal government ought to negotiate compacts with Indian tribes and the territories that affirm more durable forms of self-government. Citizenship should be "decentered," understood as a commitment to an intergenerational national project, not a basis for denying rights to immigrants.

On April 17, 1863 Benjamin Grierson led a force of 1,700 Union cavalrymen across enemy lines into the Confederate-held Tennessee in a bold diversionary raid. Over the next seventeen days, Grierson's horsemen caused havoc by destroying railroad lines, attacking outposts, burning military stores and fighting numerous small actions, before breaking back through the lines at Baton Rouge.
The raid was a tremendous success, not only by virtue of the destruction it caused, but also because the Confederates were forced to divert thousands of troops away from the front lines during General Grant's critical Vicksburg offensive. This book tells the complete story of one of the most daring Union raids of the war.

The 18th-century South was a true melting pot, bringing together colonists from England, France, Germany, Ireland, Switzerland, and other locations, in additions to African slaves - all of whom shared in the experiences of adapting to a new environment and interacting with American Indians. The shared process of immigration, adaptation, and creolization resulted in a rich and diverse historic mosaic of cultures. The cultural encounters of these groups of settlers would ultimately define the meaning of life in the 19th-century South. The much-studied plantation society of that era and the Confederacy that sprang from it have become the enduring identities of the South. A full understanding of southern history is not possible, however, without first understanding the intermingling and interactions of the region's 18th-century settlers. In the essays collected here, some of the South's leading historical archaeologists examine various aspects of the colonial experience, attempting to understand how cultural identity was expressed, why cultural diversity was eventually replaced by a common identity, and how the various cultures intermeshed. But there has been little public space for dialogue about the complex relationship between feminism, women, and U.S. war. The editors have brought together a diverse set of scholars and activists who examine the questions raised by ongoing U.S. military initiatives.
